INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The role of the Senior Project Officer assists Field implementation Manager in all aspects of the project implementation to ensure project activities are implemented effectively and efficiently at schools and communities level. The SPO for eastern region will supervise seven (7) Project Officers in eastern part municipalities and SPO for western region will be responsible for 6 Project Officers in western part municipalities. Both positions are expected to spend 40% of his/her time in the field to monitor project activities intervention and support the field teams wherever and whenever it is required. He/she will prepare a regular updates progress, challenges, solution, recommendation & trimestral activities report to the field implementation Manager.
He/she will represent CITL and Project focal point in the Municipals or regional level, and be required to establish and maintain good relationships with local government, INGO/Local NGO and other stakeholders.

MAIN RESPONSIBILITIES:
Project Planning
- Support the Field Implementation Manager to develop the overall project implementation work plan including LAFAEK SOCIAL ENTERPRISE initiative at the regional level.
- Develop regional monthly work plans for project implementation and ensure the activities are conducted accordingly.
- Develop a detailed regional magazines distribution plan for every trimester period.
- Project Implementation
- Supervise project officers who will form the distribution teams at the 7 Municipalities level in the Easten region.
- Ensure the quality of beneficiary data collection, verified and entry accordingly.
- Prepare the distribution tools and regional magazines distribution report per edition.
- Ensure the distribution of the magazines to each school and target communities in the municipality based on work-plan and expected deadline.
- Work closely with the Project Officers to Identify, interview and develop a Beneficiary success /Impact story.
- Support the Project Officer to facilitate Community Dialogue activity at Village/Suco level
- Lead and Facilitate project beneficiaries’ data and information to the municipal and administrative post education authorities.
- Participated or involved in Village/Suco’s Council meetings per month.
- Assist in the development and implementation of a monitoring work-plan.
- Conduct frequent monitoring visits, follow-up and spot check to ensure the communities, students and teachers are received and used the magazines.
- Provide support in the data entry, cleaning, verification and validation process.
- Support the interviews or focus group discussions with students, teachers and parents whenever it is required.
- Document and report on the success and impact stories,
- Submit monthly, trimestral report of implementation activities,
- Ensure that findings from the field are properly documented, discussed, and followed-up.
- Communicate with supervisor, colleagues and others Care project staffs
- Coordinate and accompany the visit of the management team, donors / sponsors and government both in school and communities.
- Actively support Project Officers to coordinate with Municipal Education authorities, School director/coordinator and teachers in respect to the project implementation at the field level.
- Regular coordination with Municipality/Administrative Post staff/person included local authority to make sure the community magazines are distributed to each household,
- Attend the training or workshop organized by project or CARE
- Working closely with project officers to ensure all finance and administration documents are submitting comply with policies and procedure of the finance and admin.
- Manage project advances, expenditure and financial acquittal with support from the Project finance and administrative.
- To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities
- Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
- Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity
- Uphold and promote CARE’s commitment to Child Protection
- Secure and maintain the CARE assets such as Motorbike and Laptop etc
EXPERIENCE AND QUALIFICATIONS:
- Undergraduate degree in Education, Management, Social Science or equivalent;
- At least three years of working experience in logistic/distribution or other relevant education projects
- Excellent ability to work independently and in a team
- Candidate needs to be creative, organized and well-motivated
- Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and other database programs an asset
- Have the ability to use the Smartphone/Tablet.
- Ability to write the report and submit to field implementation Manager related to overall activities implementation process, Monitoring and Evaluation and Education of Municipality
- Fluent in Tetúm and English is an advantage.
- Ability to drive the motorbike in rural areas and have a valid driver license.
- Ability to promote collaboration with CITL staffs, Government, Local Authority no others stakeholders
- Ability to understand, comply and uphold all relevant CARE International in Timor Leste policies and standard procedures
