The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Timor-Leste government to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
The Position
The Specialist - ICT System Administration will provide technical support and advice to Ministry of Education, Youth and Sports (MoEYS) to manage server administration and ensuring “service continuity” of education information, communication and technology (ICT) systems as well as capacitate ICT personnel of MoEYS in administering the operating systems, hardware and other software technologies. It is envisaged that the role will also involve collaboration and liaison with TIC Timor the government ICT provider. Additionally, the Specialist - ICT System Administration also will provide technical support in to MoEYS to develop ICT Department workplan and budget as well as coordinating with all relevant development partners on ICT activities. The Specialist - ICT System Administration will report directly to the Sector Lead – Education.
About you
For this role, we are looking for someone with:
- University degree in Information Technology, Computer Science, or related field.
- Demonstrated extensive professional experience in server administration and maintenance
- Demonstrated strong knowledge in high-availability setup, tablet device firmware modification, compilation, upgrade and flashing, application deployment and maintenance of Google Play and Mobile Device Management (MDM) System.
- Must have expert knowledge of Microsoft operating system.
- Exceptional communication skills, as well as a demonstrated ability to communicate effectively cross-culturally and across different sectors.
- Demonstrated understanding of Timor-Leste basic education system context
