POSITION TITLE: Grants and Procurement Specialist

POSITION LOCATION: Dili, Timor-Leste

POSITION SUMMARY
:
Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking a Grants and Procurement Specialist for an anticipated donor project to accelerate resilient, agriculture-led economic growth and increase food security in Timor-Leste. The project will use a market systems approach to promote access to and adoption of improved inputs, market information, extension and advisory services, market access, and post-harvest services. The project will use innovative partnerships to incentivize private sector investment in modernizing Timor-Leste’s agriculture sector while increasing production capacity and market access and building resilience for smallholder farmers. The position is contingent upon receipt of donor funding.

Essential Responsibilities:
  • Provide overall management, leadership, and oversight to all aspects of grants, subcontracts and procurement – including pre-awards assessments, awards, implementation, subrecipient monitoring and evaluation, and final disposition and close-outs;
  • Develop and implement program’s grant strategy and in consultation with program staff and stakeholders, identify and prioritize funding opportunities that align with program objectives and respond to local needs;
  • Build financial and administrative capacity of grantees as needed and coordinate with project technical staff to assist grantees to achieve their targets and milestones;
  • Maintains sound records of all vendors, subawards, and transactions;
  • Develop systems and support team efforts to monitor, track and report related grants fund management and audit recommendations;
  • Manages and processes awards in accordance with USAID rules and regulations and Winrock procedures and policies;
  • Maintain high ethical standards of integrity, respect confidentiality, and represent Winrock International at all times.
Education:
Degree in business, accounting, economics, public administration, or a related field plus demonstrated industry experience.

Work Experience:
  • A minimum of five (5) years of progressively responsible professional experience;
  • Experience managing field-based grants of any type (including challenge, cost reimbursable, in-kind and/or FOG) required;
  • Minimum five (5) years of experience on donor- funded programs is required experience on USAID-funded programs preferred;
  • Experience in conducting due diligence tests in the form of pre-selection assessments, financial reviews or audits, or some other form of accountability assessments;
  • Demonstrated ability to work collaboratively with private sector and NGO grantees
  • Experience in Timor-Leste required
Skills:
  • Excellent oral and written communication skills in English and Tetum.
  • Proficiency word processing, spreadsheet, and presentation software (Microsoft Office Suite).
