Project Title: Enhancing human resources, systems and procedures in Timor-Leste to effectively engage with the Green Climate Fund
Background
Since winning independence in 2002, Timor-Leste has been facing major issues in rebuilding infrastructure after a 24-year struggle for independence. Timor-Leste’s economy has developed since independence, but the country remains one of the world’s least developed countries (LDC). Against this backdrop, Timor-Leste is recognized as being particularly vulnerable to the impacts of climate change, particularly with respect to three critical natural resources – water, soil and coastal areas. In response to this challenge, the Government of Timor-Leste is building its capacity to develop and implement large-scale climate investment projects that will enable the country to meet the most critical adaptation needs. The Green Climate Fund has been identified as a key source of funds to assist with this important transition.
The National Directorate for Climate Change (NDCC), under the General Directorate for Environment, and the Secretary of State for Environment under the Coordinating Minister for Economic Affairs is a Readiness Delivery Partner for Green Climate Fund Readiness projects. This consultancy is part of a larger project administered by the NDCC, which is being undertaken with funding from a GCF Readiness project. The project is being undertaken over a 24-month period from early 2020 to early 2022. The project builds off work conducted under a previous GCF Readiness proposal undertaken through the United Nations Development Programme.
To this end, the Government of Timor-Leste requires the services of an experienced international consultant to support the achievement of work outlined as part of a GCF Readiness Project. The consultancy is for 30 days over a period of 3 months. The international consultant will work closely with the Director of the NDCC, staff of the Directorate, and national consultants hired under the GCF Readiness Project.
Objectives
The consultancy will aim to strengthen the capacity of the Government of Timor-Leste to work with the Green Climate Fund, with the following specific objective.
- Undertake a comprehensive assessment of prospective national firms to apply to be a national accredited entity to the Green Climate Fund.
Tasks
- Develop a framework for assessing national entities for potential suitability as a national accredited entity to the Green Climate Fund.
- Identify a short-list of possible national entities for accreditation. Undertake initial discussions with those entities to further assess their interest and suitability.
- Undertake a mission to Dili, Timor-Leste to interview prospective entities to assess their capabilities against the established criteria.
- Map the capabilities of short-listed national entities against the fiduciary standards, safeguard policies and gender policies of the GCF. Identify parameters for accreditation application.
- Prepare a gap analysis of the short-listed national entities
- Based on the analysis undertaken prepare a reasoned recommendation of the entity most suitable to work toward accreditation to the Green Climate Fund.
- Develop a work plan with the national entity to assist them to build capacity in the areas that were identified in the mapping exercise and gap assessment

Experience required
The international consultant should meet the following requirements.
- At least 10 years of experience working in climate change finance, policy and programmes, with experience working in a national government preferred;
- A Master level degree or higher in a relevant area such as international development, international relations, public policy or similar;
- A detailed understanding of the operations of the Green Climate Fund and its Secretariat, including a demonstrated history of successfully preparing GCF readiness documents and assisting countries to develop readiness for GCF project work;
- Experience in undertaking evaluations and assessing capacity of national entities, including undertaking gap analyses; and
- Demonstrated experience of working successfully in Timor-Leste, with experience working with the national government preferred.

- Assist in work to map the capabilities of short-listed national entities against the fiduciary standards, safeguard policies and gender policies of the GCF. Identify parameters for accreditation application.
- Assist in the preparation of a gap analysis of the short-listed national entities.
- Assist in preparing the recommendation of the entity most suitable to work toward accreditation to the Green Climate Fund.
- Assist in developing a work plan with the national entity to assist them to build capacity in the areas that were identified in the mapping exercise and gap assessment.
- Carry out any other related task to this consultancy including organizing meetings, consultations and workshops etc.
