Maloa Urban Resilience Initiative Program Officer

Position Status: Fix Term

Grade Level: 5

Salary: US$590 plus benefits

 

Our growing NGO is seeking to hire 2 (two) Maloa Urban Resilience Initiative Program Officers who will be responsible for being Mercy Corps’ front-line representatives in the community for the European Union-funded Maloa Urban Resilience Initiative program. The Maloa Urban Resilience Initiative Program Officer’s main role is to implement program activities that contribute to building resilience capacities through landscape and ecosystem management, and socio-economic development in Dili. The Program Officers will ensure that all program activities are conducted according to the work plan to achieve the overall goal and objectives of the program.

 

Based in Dili, a bachelor’s degree in a related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with stakeholders to get important work done. Previous experience in a climate change, community development, engineering, or economic development-related role is a plus.

 

Maloa Urban Resilience Initiative Program Officer Responsibilities:

  • Implementing activities in the community in the urban Maloa watershed programming areas. This includes:
  • Mobilizing the community to participate in program activities
  • Building relationships with community groups, local organizations, businesses, SDMCs, Chefe Sucos, and Chefe Aldeias 
  • Facilitate training to community members and relevant groups on topics related to landscape and ecosystem management, climate resilience, economic development, and COVID recovery
  • Develop materials and provide support for awareness campaigns
  • Work closely with the Mercy Corps’ Monitoring and Evaluation staff to ensure update and maintenance of accurate data and program progress using mobile data collection
  • Work closely with Mercy Corps’ program support team in Dili to ensure on time procurement and others logistical and administrative matters to avoid delays in program implementation
  • Ensure all activities are designed and implemented in a manner to increase inclusion of vulnerable populations, including women and persons living with disability
  • Ensure all activities are implemented in compliance with Mercy Corps’ and donor rules and regulations, including but not limited to protection of beneficiaries, finance and operations policies
  • Work closely with technical advisors to the best inputs for technical program implementation
  • Provide written reports to the supervisor on the program activities

 

Maloa Urban Resilience Initiative Program Officer Requirements:

  • Degree in Community Development, Engineering, climate change, economics, business; or another related degree.
  • Minimum two years’ experience in community-based programs.
  • Experience working with community groups and government officials.
  • Fluency in Tetum, with some proficiency in English preferred
  • Willingness to travel around the Dili area.
