Program Officer(PO) - Justice

Since 1992, The Asia Foundation has partnered with government, civil society and private sector partners to develop Timor-Leste and its people. We are working with local, district and national level government, civil society partners and communities to strengthen governance and policy, eliminate violence against women, enhance economic opportunities for women, and promote peace and justice in Timor-Leste.
This is an exciting opportunity to join a long-term partner to Timor-Leste’s ongoing development. The PO-Justice will provide technical assistance in the design and implementation of the program strategy and activities that build inclusive and equitable access to security and justice services for women, youth and vulnerable groups. The PO-Justice will contribute to the development and implementation of the annual work plans, engage and manage the partnerships with key stakeholders in the justice sector, and monitor and report the progress towards achievement of program objectives and milestones related to the justice component.
Key Responsibilities
- Support the Senior Technical Advisor (STA) – Justice to lead the program’s strategy to support justice service providers, and other relevant policies, particularly sustainability measures and strategies.
- Contribute to design, develop and implement annual work plans and semi-annual and annual reporting.
- Organize training, stakeholder consultations and program activities and implement program standards for the prevention of Violence Against Women and Children (VAWC) and child protection.
- Work with the PASK team to identify, integrate and apply key lessons learned from program implementation and research.
- Support the STA & MEL Officer to review M&E data, identify and act in response to the key findings.
- Provide technical input to research activities, policy papers and reports that help shape the justice and security sector in Timor-Leste.
- Assist in developing and drafting all program reports, including donor reports.
- Produce relevant information for media release including summaries of research findings and program impact stories.
- Perform administrative support functions for the project including arrangements for national and sub-national meetings and taking minutes and drafting reports during program meetings and training.
Selection Criteria
- Bachelor’s degree or equivalent in relevant discipline with a minimum of 4 years of relevant experience.
- Ability to work effectively in a multi-disciplinary team environment.
- Excellent interpersonal, communication and intercultural skills.
- Ability to communicate orally and in writing in English and Tetun.
- Willingness to travel to municipalities on a regular basis.
