CARE International in Timor-Leste overview
CARE is an international development organization fighting global poverty with a specific focus on working with women and girls to bring sustainable changes to their communities. CARE aims to tackle the underlying causes of poverty and social injustice and to bring lasting change to the lives of poor and vulnerable people.
CARE is a recognized global leader in women’s empowerment and gender equality and has developed core approaches, tools and processes to support this priority area. CARE believes that improved gender equality leads to improved wellbeing and social justice for women and girls and their families, including men and boys. In the health sector, improved gender equality can enable families to have better access to information and services including the right to access effective family planning, reproductive and health services.
CARE International in Timor-Leste (CITL) has been working in Timor-Leste since 1994. Throughout this period CARE has supported emergency and development programming, partnering with governments following the restoration of independence in 2002. CARE has worked long term with a particular emphasis on education, food security and nutrition, and humanitarian programming, with more recently a stronger focus on maternal health, and gender equality programming. In 2015 CITL developed a Long Term Program with women and girls in disadvantaged rural areas as the impact group, and with priority areas in education, SRMH and rights, women’s voice, and women’s economic empowerment. As well as responding to the specifics of the Timor-Leste context, this Long Term Plan (LTP) is strongly aligned with CARE International’s global program strategy.
Project: Disaster READY Project
Through Disaster READY, CARE International in Timor-Leste will advance inclusive, sustainable approaches to disaster preparedness and response from community to national level. The project will strengthen the Viqueque Municipal Disaster Committee, as well as supporting 11 Sucos in 5 administrative posts, so that they are able to plan and implement actions in preparation and response to disasters, with a specific focus on drought, and seek support from key government duty bearers and other key stakeholders. It will strengthen coordination at municipal level in Viqueque, building accountability and enhancing participation of women, people with disability, children, and local CSOs in subnational preparedness and response. At the National level it will strengthen coordination with municipal and local structures, support the development of effective Early Warning Systems, develop an improved recognition and acknowledgement that drought is a key emergency for Timor-Leste and must be planned for and responded to as such, and advance the process of placing gender, disability and social inclusion at the centre of disaster preparedness and response in Timor-Leste. A key strength of the project will be the effective partnership and coordination between the Australian Humanitarian Partnership (AHP) partners, which enable outcomes greater than could be achieved by agencies operating individually.
Deliverables:
- Technical support to Suco Disaster Management Committee (SDMCs) and communities in 11 sucos in Viqueque to implement selected small scale activities from Suco Disaster Risk Reduction (DRR) plan under Disaster Ready Project (DRP)/Performance Partnership Fund (PPF1)
- Present and submit monthly progress report to Disaster Ready Project (DRP) Project Officer in Viqueque and Project Manager and seek suggestions/guidance
- Submit completion report to the Viqueque Disaster Ready Project (DRP) Project Officer and Project Manager
Expected result
- Small scale activities in 11 target suco are design and budget estimation properly and implemented
- Action taken on monthly basis from the recommendations to ensure the quality of the small scale implementation
- Feedback and comments from Suco Disaster Management Committee (SDMC) on small scale activities collected and presented to Australian Humanitarian Partnership (AHP) Project team
Methodology/process:
- Consultation meeting with (SDMC) Suco Disaster Management Committee
- Review the respective (DRR) Disaster Risk Reduction planned activities jointly with (SDMC) Suco Disaster Management Committee and identify the activities to be implemented.
- Visit the location where the selected activities will be implemented from Suco Disaster Risk Reduction (DRR) plan.
- Estimate the materials cost for the selected activities
- Review with (SDMC) Suco Disaster Management Committee
- Share the implementation plan with Viqueque Disaster Ready Project (DRP) Project Officer and DRP Project Manager
- Communicate with Disaster Ready Project (DRP) Project Officer in Viqueque and Project Manager to initiate procurement
- Work closely under the supervision of Viqueque Disaster Ready Project (DRP) Project Officer
- Provide technical training or guidance to the (SDMC) Suco Disaster Management Committee and other local people to be involve in implementation of the activities.
- Monitor the progress almost daily and provide technical guidance as appropriate during monitoring
- Prepare the completion report according to template/guidance received from Project Manager
Reporting and location:
The consultant will be based in Viqueque and report directly with the Viqueque Disaster Ready Project (DRP) Project Officer and maintain close liaison with Disaster Ready Project (DRP) Project Manager.
Qualification/Experience:
- Diploma in Civil Engineering
- 2 - 3 years of experience in the field of public works or civil engineering or small scale community construction work
- Experience in estimating of small infrastructures
- Experience with community development programs
- Experience in the planning and design of community-based infrastructure and capacity development programs and services;
- Report writing skills
- Good communication skills
- Should have valid motorcycle driving license
