The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.
The Opportunity
PHD MEL program are seeking to establish a pool of MEL consultants to draw expertise from for surge capacity. We have a variety of pre-determined MEL tasks we need support with as well as ad hoc requests and activities to respond to. Pre-qualified Consultants will provide specialised support to PHDs MEL team to develop specific aspects of the MEL system, including tools and processes, their integration into the management information system and PHDs reporting framework, provide training to the technical teams and partners to implement these, as well as other tasks identified by the Program.
About You
We are seeking individual(s) who have:
- working knowledge of both English and Tetun
- ability to provide up to 2-3 days per week input in Dili, Timor-Leste for a contract period and one or more of the following:
- Program management and/or M&E experience in the health, education and/or social science sectors
- Demonstrated experience developing and documenting user-friendly MEL tools for data collection, analysis and utilisation
- Proven skills integrating M&E tools into a broader MIS
- Capability in providing M&E technical input to the development of an MIS that supports the management of program M&E.
