Supervises                        : All staff related to project

Remuneration                 : Manager Level – Range determined according to experience

 

Project Information: Be’e ba Moris Diak (BMD) Project is a new project that will be implemented by ADRA Timor-Leste starting 1 July 2022 in 15 sucos in Lautem Municipality. The goal of the project is to improve the health and economic wellbeing of rural communities in Lautem Municipality through two main outcomes:

   Outcome 1.  Increasing access to safe water.

   Outcome 2. Increasing income from selected marketable horticultural crops and its value adding.

The two outcomes will be achieved through the implementation of integrated interventions supporting livelihoods (horticulture production, horticulture value adding, Farmers Field School, climate sensitive agriculture, small water points for horticulture production, and business and marketing training, input supplies, saving and loan) and safe water (CAP survey, water system design and construction, GMF establishment and mentoring, savings and loan group for water users and hygiene training).

 

Position Purpose: The Project Manager is responsible for planning, implementation, monitoring, and reporting of the Be’e ba Moris Diak (BMD) project according to ADRA Timor-Leste and donor guidelines and standards. The Project Manager will oversee building the capacity of the local team and ensuring quality in service delivery.

Key Responsibilities

Expected Outcome 1 – Project Management

  • Maintain regular communication with the Program Director.
  • Provide management and operational support to project team members.
  • Coordinate closely with the Serviço Municipal Agricultura no Pesca, Serviço Municipal Áqua e Saneamento and other relevant municipal and national stakeholders and partners.
  • Ensure the project is implemented within the duration, scope, and budget of the approved proposal.
  • Ensure the following is implemented in collaboration with project team members and key stakeholders:
    • Selection and validation of beneficiaries
    • Development of the Detailed Implementation Plan (DIP) and Annual Work Plan (AWP) as per donor guidelines and orientation.
    • Crosscutting issues such as gender equity, child protection, and environment are considered throughout implementation.
    • Weekly planning/review meetings with team members.
    • Monthly, Quarterly and Annual Reporting

 

Expected Outcome 2 – Human Resource Management

  • Foster a friendly, positive, and appreciative culture among the team members ensuring staff uphold ADRA Values and Operating Principals.
  • Ensure project team members are understanding and respectful of the local culture, customs, and ways of doing things.
  • Ensure project team members relate well to each other as well as to project stakeholders.
  • Ensure the Employee Handbook is available and oriented to all team members and that policies and procedures as well as Code of Conduct are followed.
  • Mediate personnel issues and foster a learning culture.
  • Ensure personnel capacity development throughout the project duration.
  • Seek advice from the administration team for issues outside the Employee Handbook or that require discipline.

 

Expected Outcome 3 – Monitoring, Evaluation, Learning and Public Relations

  • Monitor project activities and provide feedback to team members for improvement but also to share appreciation for team members’ progress and effort.
  • Keep track of Project DIP as reported by M&E officer.
  • Coordinate the implementation of baseline survey, annual reviews and final evaluation with M&E Officer and Program Director.
  • Prepare quarterly and bi-annual progress reports according to donor and country office reporting guidelines.
  • Organize and coordinate lessons learnt workshops.
  • Collect stories of success or challenges from community members, leaders or other stakeholders for public relations and communication purposes.
  • Organize and manage the Community Feedback Mechanism.

 

Expected Outcome 4 – Financial Management

  • Regularly assist the project finance and administration staff.
  • Ensure disbursements vouchers are properly signed and backed up by receipts and invoices.
  • Ensure a complete procurement process is followed where a purchase request is made, quotations are obtained, and supplier selection is based on quality, price, availability, and delivery conditions.
  • Ensure project petty cash is safeguarded.
  • Ensure vehicle trip schedules are prepared and maintenance schedules followed.
  • Maintain regular communication with Finance Manager for financial questions or guidelines.

 

Education, Experience, and Competency Requirements

  • Degree in development, agriculture, or related field.
  • Minimum of 5 years of project management experience
  • Demonstrated leadership skills and interpersonal skills
  • Fluent in Fataluku.
  • English and Tetum are essential.
  • Knowledge of principles of agriculture production, value chain and/or public health
  • Report writing and information management skills
  • Demonstrated experience in donor/government relations and coordination
  • Team capacity development skills
  • Activity and budgetary planning skills
  • Demonstrated proficiency with MS Office
