Marie Stopes Timor-Leste (MSTL), a member of the Marie Stopes International (MSI) global partnership is a non-profit, non-government organization (NGO) specializing in supporting and delivering high quality family planning and sexual and reproductive health services (SRH). We have been working in Timor-Leste since 2007 to support the Ministry of Health (MoH) implement national reproductive health strategies and achieve national maternal health goals. Our guiding principles are to support the MoH to deliver a broad range of high-quality family planning and SRH services, ensure excellence in clinical quality, and support the delivery of services that are client-focused and promote choice.

 

MSTL seeks for a Timorese National for the position of an Evidence to Action Manager to be based out of its Dili office with regular travel required to municipalities.     

 

The Evidence to Action (E2A) Manager is responsible for driving the use of data and information to make informed decisions to increase demand and uptake of services in Timor-Leste. The E2A Manager will provide oversight to the Research, Monitoring and Evaluation, Marketing, Youth Hotline and Gender and Inclusion teams. The role is responsible for effectively using data and market research insights to develop innovative and inclusive marking strategies to ensure improved access to MSTL services across the channels. The role is responsible for developing materials and tools to drive client engagement, build brand recognition and achieve business targets. A key aspect of this role is to improve client referrals to expand program reach and impact. Reporting to the Country Director, the Evidence to Action Manager is a key member of the Executive Management Team (EMT) and responsible for working across all channels including projects to achieve the organizations objectives. 


Key Requirements of the Position:

 

Qualifications:

  • A Master’s Degree with at least 5 years of experience, or Bachelor’s Degree with at least 7 years of experience in Research, Monitoring and Evaluation or in Business Management, Development, of the Marketing field.

 

Experience:

  • Experience in project management highly desirable
  • Experience in business administration or management desirable
  • Experience in measuring impact desirable

 

Skills:

  • Proven leadership and people management skills including the ability to manage resources efficiently and effectively
  • Strong strategic thinking and analytical skills related to data
  • Experience managing a team of varying capacity levels
  • Strong interpersonal and communication skills
  • Strategic planning skills
  • Analytical and organizational skills, including ability to prioritize and manage workload
  • Ability to work effectively under pressure and meet deadlines
  • Intermediate skills in MS Word, Excel, and Outlook
  • Ability to be flexible and support the needs of the team as required
  • Fluent in English and Tetun
