Associação Maluk Timor is a non-governmental organization (NGO) committed to capacity building and health system strengthening in Timor-Leste, through the mentoring and professional development of Timorese health personnel.
The VAHSI (Vaccine Access and Health Security Initiative) Program's intended impact is to strengthen routine vaccine services and the PHC (Primary Healthcare) delivery system in Dili, Ermera and Oecusse municipalities of Timor-Leste.
This is a DFAT-funded program undertaken with multiple implementing partners and PHD.
Key activities are
1. Essential digital literacy, equipment and infrastructure
2. Healthcare facility improvements

Position Summary
The position is primarily responsible for a range of technical and engineering quality aspects of the VAHSI Program's activities related to health facility improvement.
Key Functions
This position involves supporting municipal program teams, local NGO partners, and organizations and coordinating a working group with relevant departments at MoH and PHD.
Key functions include:
- Plan, deliver, consolidate data and report on assessment of health facilities in Dili, Ermera and Oecusse
- Prepare estimate BoQ, plans and design for health facility improvements
- Support procurement process: scope, design, BoQ, RfQ, evaluation and awarded
- Oversee works, including local procurement of materials and labor, in coordination with relevant stakeholders
- Conduct site inspections with MoH engineer
- Other activities to be agreed.
Selection Criteria: Qualifications and Experience
Essential:
- Degree or professional qualification in relevant areas, e.g. engineering or WASH.
- Experience undertaking health facility improvement works, WASH, and project management
Desirable:
- Experience in health facility infrastructure improvement
- Experience with MoH
- Experience in NGO sector
- Experience in capacity building
