Summary job description
Blue Ventures is seeking a Fisheries Programme Manager to lead and shape our growing community-based fisheries management initiatives in Timor-Leste. As a senior member of the Timor-Leste team and reporting to the Timor-Leste Country Director, this position will assume a pivotal role in the design and delivery of Blue Ventures’ fisheries programme, aiming to empower and support coastal communities in the establishment of effective locally managed marine areas (LMMAs) using Tara Bandu customary law as a governance framework.
The Fisheries Programme Manager will oversee the complete LMMA process within each supported community, from initiating stakeholder consultations, facilitating fisheries profiling and participatory catch landing data to securing management rights and building community capacity for management and monitoring.
The role will necessitate providing expert technical support, guidance, and mentorship to the team's field technicians. It will require regular multi-day field visits and community meetings across specified sites. This roles will also be instrumental in cultivating internal leadership capacity to ensure the long-term sustainability of the Timor-Leste country programme.
Close collaboration with Blue Ventures' global support functions will be required to build an effective support network and ensure alignment with Blue Ventures' 2030 strategy. Together, you will coordinate opportunities for knowledge development and shared learning through training and exchanges.
The Fisheries Programme Manager will be accountable for supervising grant deliverables, budgets, and reporting mandates specific to their designated regions or communities. They will collaborate directly with the Timor-Leste Country Director and the global Donor Stewardship team to proactively identify further requirements and secure new grants.
