1. The Role

PURPOSE OF THE POSITION:
The Project Officer is responsible for the day-to-day planning, implementation, and reporting of the project activities. The role also liaises with relevant stakeholders in the municipality including community members, Community Health Centre, Wash staff and Municipality leaders efficient and effective delivery of the project.

Project Planning
  • Ensure project activities are implemented effectively and efficiently
  • Focal point at field and municipal level to build and maintain good relationships with local government, civil society, local partners and community members
  • Support WASH Specialist and Health and Nutrition Specialist to ensure activities are delivered as per project design and relevant strategies
  • Support Deputy Project Managers to develop project implementation schedule
  • Develop monthly work plans for project implementation and ensure all activities are conducted as per the plan
Other
  • Manage project advances, expenditure, and financial acquittal with support from the Project Support Officer
  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meeting, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures, and directives
  • Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity

2. Selection Criteria

EXPERIENCE AND QUALIFICATIONS:
  • Undergraduate degree in public health or Community development
  • Minimum 2 years’ working experience in the Health and WASH sector
  • Excellent understanding of participatory methodologies for community mobilization and strong community facilitation skills
  • Experience in project planning and monitoring of budget and expenses
  • Ability to promote collaboration with CITL staff, Government, Local authority, and other partners
  • Ability to understand, comply with and uphold all relevant CARE International in Timor Leste policies and standard procedures
  • Ability to write and present regular reports to management and partners as required
  • Availability to live and stay in Covalima Municipality with travel to Dili only when required
  • The candidate should be organized, effective, creative, a team player, and highly motivated
  • Ability to drive a motorbike in a remote location and must have a valid license
  • Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and Data Bases and excellent communication skills in English and Tetun both written and spoken. Local languages such as Bunak and Tetun Terik an asset.
