FLBA is a 12-month programme composed of leadership training sessions, exposure to ASEAN through a 10-day Immersion in an ASEAN country, action learning projects for the strategic development of Timor-Leste and leadership career development planning. Candidates successfully completing the programme receive the national FLBA certificate.
The FLBA programme selects a diverse cohort of candidates coming from all sectors and all municipalities The programme is designed for young working professionals and higher education students who continue with their jobs during the programme.
There is no education fee charged to selected candidates. The cost for travel for ASEAN exposure is free for participants.
Requirements for Candidates
Participants are carefully selected through an application process, recommendation letter by a sponsor, and an individual interview. There is no preference given according to political party affiliation or religious faith. Diversity criteria include Gender balance, Geographical representation from across the country and Inclusion of People with Disabilities
Participants must be:
- Age 23-37
- Working-level fluency in English (all courses are in English).
- Recommendation letter from a senior leader (Senior level in your organisation or senior leader who knows you)
