Regional Manager

POSITION SUMMARY - This position is based in Dili, Timor-Leste
The Regional Manager for Transboundary Watershed Management will be responsible for coordinating and implementing regional initiatives for sustainable management of transboundary watersheds, to ensure equitable sharing of benefits, conservation of natural resources, and improvement of livelihoods for communities in the region.
RESPONSIBILITIES
- The Regional Manager will lead coordination meetings and consultancy between CITL, MOEF, MAFTL, and UNTL. This position is responsible for sharing project updates, issues, and challenges, also for providing technical advice and input for all activities across components.
- Delivery of Transboundary Diagnostic Analysis (TDA) with baseline assessment data and metrics defined for both country programs Indonesia and Timor-Leste
- Delivery of establishment of Joint Forestry Working Group (JFWG) between Indonesia and Timor-Leste, including the development of JFWG operations manuals and deliver relevant capacity building and training
- Delivery of development of Strategic Action Plan (SAP) and SAP sub-plans with metrics to track improvements in food, water, and livelihood security, as well as aquifer conditions, and financing opportunities identified for both country programs
- Delivery of endorsement of SAP and SAP sub-plans documents at the Ministerial level in both country programs
- Delivery of coordination of field implementation on SAP and SAP sub-plans and providing measurement and recommendation for each country's programs
- Delivery coordination and communications of project results, lessons learnt including development of Knowledge Platform
- Delivery on monitoring and evaluation of overall progress and results of the projects
- Delivery of compliance with donor and internal operations policy and procedures
ADDITIONAL RESPONSIBILITIES
- Provide coordination and advisory to Indonesia and Timor-Leste country program on technical oversight for each project component, operational, and reporting elements of the project.
- Provide oversight to ensure the project is aligned with the approved project document and updated work plan and ensure that M&E framework and planning are completed and being implemented.
- Provide coordination to ensure that a robust activity pipeline is developed.
- Lead project knowledge and lesson-learned sharing to ensure that all project staff are sufficiently well informed about the project vision, mission, and immediate deliverables.
- Conduct field visits and meetings to promote a high level of understanding of the project vision, expected deliverables, and immediate outputs that each staff member is responsible for.
- Provide coordination and advisory to Indonesia and Timor-Leste country program to ensure high-quality project management for the GEF contract, compliance of contractual obligations, and successful implementation of the project.
- Support high-quality regional reporting to meet donor expectations and submission of project reports as agreed with CI GEF Project Agency.
Other duties as assigned by supervisor.
WORKING CONDITIONS
- Typical office environment. Ability to work extended hours or travel as needed.

QUALIFICATIONS
Required
- Bachelor’s degree in Conservation, Environmental Science, Natural Resource Management, Protected Areas, Biodiversity, Forestry, or other related field.
- 4 to 6 years of experience in project management in the field of water resource management, nature conservation, environmental science or studies, protected areas, or other relevant fields.
- This position will require strong project management skills for planning, executing, and monitoring. Including expertise in water resources management or nature conservation as well as experience in cross-border collaboration, multi-stakeholder engagement, and policy and regulatory compliance.
- Demonstrated experience with environmental and ecological knowledge, policy and regulatory compliance, and monitoring and evaluation.
- Demonstrated experience with cross-border collaboration, multi-stakeholder engagement, and work with multi-cultural teams.
- Excellent writing and communication skills
- Excellent spoken and written English.
- Demonstrated high attention to detail, ability to complete tasks, meet deadlines and work, cooperatively with team members.
- Ability to conduct research and analysis on difficult, but well-defined tasks; articulate issues and recommend solutions.
