Job Description:

Team Leadership

  • Provide supportive and empowering leadership of programme staff in accordance with the Transformational Development principles
  • Collaborate with field staff, technical advisors and key stakeholders in the community to determine the right mix of project models and cross-cutting themes, ensuring that the programme activities address the root causes of vulnerability and strengthen the Drivers of Sustainability, with a view to ensuring that improvements in CWB brought about through the programme continue and are further enhanced after World Vision leaves.
  • Adapt the programme design to fit the local context and continually review and adapt it as needs and circumstances change as informed by community engagement and other action learning processes.
  • Plan and coordinate local level advocacy initiatives to address barriers to child well-being and promote improved public services, especially for the most vulnerable.
  • Promote local to national advocacy linkages that make use of local data to inform national campaigns.

Stakeholders Engagement and Coordination

  • Manage WV’s ongoing community engagement and joint monitoring mechanisms that promote local ownership, participation, action learning and adaptation.
  • Build a range of effective relationships at the programme level to encourage
  • collaboration, local ownership and to build resilience
  • Facilitate the development of multi-stakeholder partnerships to make use of different strengths and diverse resources within the community
  • Support partnerships to ensure that shared projects are implemented effectively to achieve agreed goals.
  • Coordinate with Project Manager, Area Manager and Project Facilitators on stakeholder engagement plans and activities.
  • Lead external relationships and engagement with relevant NGOs and government institutions at Municipality and Suco level.
  • Ensure that project team and partners have access to appropriate information, tools and resources to enable familiarity and compliance with project requirements.
  • Provide technical support to relevant project partners and stakeholders to deliver project outcomes as per project design.
  • Ensure rigorous beneficiary selection in discussion with local government authorities, stakeholders and WVTL staff.
  • Represent the organization in technical working group at the Municipality level.

Project Delivery, Quality Assurance and Reporting

  • Provide day-to-day leadership, technical and administrative guidance to Project Facilitators and M&E and Comms staff to ensure successful project implementation and delivery.
  • Coordinate and oversee monthly activity work plans.
  • Monitor project spending against budget on a regular basis and provide explanation of variance. Ensure projects responsibly spend up to the level of funding commitment and provide explanation of variance.
  • Ensure effective and efficient utilization of program resources through monitoring and tracking expenditures against project plan
  • Manage and report on the budget according to accountability standards of the national office and donor guidelines, while ensuring the highest levels of financial stewardship and integrity.
  • Facilitate effective teamwork, coordination and work planning between Project Manager, Project Facilitators, Area Manager and the technical team
  • Develop TORs and oversee the delivery of technical trainings
  • Manage logistics and financial administration related to project activities
  • Identify training needs, prepare materials and conduct training for staff and volunteers.
  • Identify project risks and recommend course of action to Project Manager and Area Manager as needed.
  • Coordinate revision of plans and budgets where needed, in response to monitoring, reflection and learning with the community and the project team.
  • Support the Area Manager to prepare and submit quality and timely Monthly Management Report by supplying relevant information and data on activity implementation progress.
  • Support the Project Manager in preparing annual report and end of project report.

Monitoring, Evaluation and Learning (MEL)

  • Fulfill roles and responsibility per approved WVTL Monitoring System Guidelines
  • Collaborate with WVTL’s Evidence and Learning team to ensure that baseline, midterm review and final evalutions/endlines are conducted well and in timeline manner
  • Ensure the monitoring system and tools are developed and used to track the progress of project implementation and to capture learning.  Train the Project Facilitators on using the tools.
  • Support Evidence and Learning team in establishing and implementing accountability mechanism to make project accountable to beneficiaries
  • Carry out regular monitoring at field level and interact with stakeholders and beneficiaries
  • Share lessons learned with project team, communities, development partners and other WVTL
  • stakeholders.

Other Responsibilities

  • Attend and participate in weekly devotional meetings.
  • Support in hosting the visits of sponsors, donors, and WV staff from other.
  • Support WVTL’s relationship with donor by showing impact.
  • Assist humanitarian emergency disaster response.

Required Professional Experience

  • A minimum of three years of professional experience. Previous experience working in a donor-funded project would be an advantage.
  • Demonstrated experience in project implementation, monitoring, evaluation and report writing.
  • Proven leadership ability and experience as a team.

Required Education, training, license, registration and certification

  • Bachelor’s degree in Agroforestry, Agriculture, Development Studies, Gender Studies, Community Development, Project Management or other relevant field.

Preferred Knowledge and Skills

  • Fluent in Tetum. Ability to speak in local dialects would be an added advantage.
  • Working knowledge in spoken and written English communication.
  • Good interpersonal and coordination skills.
  • Proven leadership experience and the able to supervise staff.
  • Competency in using computer applications (such as Microsoft Word, Excel and Outlook).
  • Good administrative skills including budgeting and report writing.
  • Organised and able to make strategic work plans.
  • Adaptable and able to address problems appropriately.
  • Good presentation and communication skills
  • Proven time management and organizational skills.
  • Ability to  ride  a  motorbike  and  have  the  license  or willingness to learn this
