1. The role
This position will lead financial and administration management to ensure the final financial reporting and project closure are prepared as required by the donor. Specific responsibilities include, but are not limited to, verifying monthly expenditure in project budget, providing oversight of partner finance reporting, coordinating and collaborating with all agencies Finance and Administration team to ensure all the Donor Compliance is addressed.
REPORTING RELATIONSHIPS:
The position is reported directly to the Program Manager as well as to Deputy Finance Manager Program.
RESPONSIBILITIES:
Accounting procedures and Financial Management
  • Ensure the financial transaction for project expenditure is processed, authorized, verified and recorded properly in compliance with CTL policy and procedures and donor requirement.
  • Prepare the new coding request for CARE Finance
  • Provide support to the regular finance operation such as book closure, payroll process, review FINSUN and journal as well as the preparation of country office budgeting and reporting
  • Prepare the required journals and post into system after approved by DFM/FM
  • Prepare the monthly budget versus actual/BvA report for projects and provide assistance to the DFMP in scheduling the BvA meetings and provide technical advice to the program team
  • Prepare the final report and donor report according to the agreed timetable
  • Partnership Financial Management – selection process, capacity assessment, Financial Reporting, risk management including giving fraud training to partner.
  • Provide Support to Partners in relation to Donor report and inquiries needed
  • Review partner report and provide feedback to partner report in case mistakes happen
  • Organizing (and in some cases delivering) training to staff, managers and partners in all aspects of financial management and donor guidelines.
  • Providing sufficient financial support issues for project team based in the field office
Banking and cash management
  • Prepare the fund request for project implementation in Field Offices.
  • Ensure proper cash management and distribution from the main office to local suppliers/staff.
  • Ensure proper documentation for payment and deposit.
Audit and project closure
  • Assist in audits (internal and external) conducted in-country
  • Provide support for the CTL Finance Manager to respond to the CARE Australia, Partner and Donor’s queries.
  • That internal controls exist to reduce financial risk and that CARE’s financial management information system is properly maintained and fully operational.
  • Conduct the monthly finance spot-checks and verification of payments as required
  • Ensure project closure procedures in the field office are per requirement and done in a timely manner; Provide assistance on final payment.
Administration Areas
  • Liaise with the Logistic in Country Office and Project team to ensure the availability for office supplies and equipment for field office.
  • Support the program administration including the procurement for the project such as office supplies, training supplies, materials for project implementation, phone credit, and IT equipment have, etc. and ensure the procurement process is done timely and properly.
  • Collect and review timesheet for all CTL project staff and submit to the CTL payroll/Senior Finance Officer team for payroll process
  • Ensure relevant project documents are filed accordingly
  • Ensure all the project functions and meetings are organized well and in timely manner.
  • Maintain the project offices operation run smoothly

Travel and Event Management
  • Provide support for staff who will travel in-country and overseas such as trip tickets, travel advance and acquittal, accommodation and transports
  • Organize the project event including coordinating with the partners team if needed
  • Conduct field visits and project site visits for CITL as needed

Others
  • To proactively participate in the APPA process including the annual appraisal, midyear review and regular 1:1 meetings, ensuring that the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities

2. Selection criteria
  • Bachelor’s degree in community development, environment studies, project management, agriculture or related field is required. A master’s degree is considered an advantage.
  • At least 5 years of hands-on experience in project management within international development organizations.
  • Strong track record and knowledge of project cycle management, donor compliance, particularly DFAT standard.
  • Strong partnership and consortium management, gender transformation, and safeguarding framework and practices.
  • Strong leadership, problem solving, and coaching skills.
  • Excellent communication, negotiation, and networking skills, with experience engaging government, civil society, and other stakeholders.
  • Fluency in English (written and spoken).
