World Vision Timor-Leste is seeking a passionate and community‑driven individual to join our team. This role plays a vital part in strengthening community engagement, promoting transformational development, and building sustainable change for children, families, and communities.
🔹 Key Responsibilities
Promote Community Understanding of Transformational Development
  • Build awareness of World Vision’s transformational development approach using culturally appropriate and contextualized communication.
  • Respond respectfully to community inquiries and concerns, acknowledging existing perceptions and expectations.
  • Develop strong, trusting relationships with community stakeholders through inclusive, respectful, and culturally sensitive engagement.
  • Participate in local activities to deepen understanding of community dynamics and maintain World Vision’s positive presence.
 
Apply Transformational Development Principles
  • Listen actively to community members—especially vulnerable children—to understand their needs, priorities, and challenges.
  • Encourage feedback and complaints regarding WV’s work and take appropriate action.
  • Facilitate inclusive and participatory community review and planning meetings, ensuring vulnerable groups are heard.
  • Conduct thorough community engagement aligned with the Critical Path for designing, implementing, reviewing, and adapting programs.
  • Promote participation of the most vulnerable to ensure their needs and voices shape project decisions.
  • Empower local communities by strengthening their skills, knowledge, and confidence.
  • Work with women, girls, people with disabilities, and minority groups to enhance participation and equity.
  • Build connections with community stakeholders to leverage resources, strengthen partnerships, and achieve shared goals.
  • Where appropriate, engage in advocacy and social accountability to challenge systems that create poverty, barriers, and vulnerabilities.
  • Continuously adapt project activities in response to changing needs and community feedback.
 
Strengthen Outcome Sustainability
  • Promote local ownership by enabling communities—especially vulnerable groups—to lead decision‑making and program activities.
  • Support communities to recognize their strengths and capacities to pursue opportunities and solve local challenges.
  • Facilitate healthy relationships within families, communities, and faith groups.
  • Collaborate with faith leaders and influential community members to address harmful beliefs and norms.
  • Help communities develop resilience, manage risks, and reduce vulnerability to shocks and stresses.
  • Build community capacity to hold public service providers accountable using social accountability tools.
  • Equip stakeholders to engage in constructive dialogue with local and national decision makers for systemic policy improvements.
  • Identify and support local partners to sustain child well‑being outcomes beyond WV’s program presence.
 
Building Relationships
  • Practice incarnational living by engaging closely with community life in alignment with WV’s core values.
  • Build strong, respectful, and constructive relationships within partner communities.
  • Conduct social network analysis to understand local power dynamics, partnership opportunities, and capacity‑building needs.
 
Monitoring & Evaluation
  • Fulfill monitoring roles as outlined in WVTL Monitoring Guidelines.
  • Track and assess the effectiveness of community programs and activities.
  • Support M&E teams and Project Coordinators in data collection for monitoring, evaluation, and reporting.
  • Use monitoring tools to capture learning and strengthen implementation.
 
General Responsibilities
  • Attend weekly chapel and regular devotions.
  • Support visits from sponsors, donors, and WV staff.
  • Participate in humanitarian emergency and disaster response when required.
  • Carry out additional duties as assigned.

🔹 Required Professional Experience
  • Previous experience in community development, facilitation, or related fields.
  • Strong interpersonal and communication skills.
  • Ability to work collaboratively with diverse groups.
  • Experience in agriculture, agribusiness, or livestock-related programming.
 
🔹 Education & Certifications
  • Background in Agriculture, Agribusiness, Livestock, or related fields.
🔹 Preferred Knowledge & Skills
  • Proficiency in Microsoft Office Suite.
  • Strong understanding of community development principles and practices.
