I. Purpose
The purpose of this Terms of Reference (TOR) outlines the tasks and responsibilities of the Value Chain/Market Consultant to provide support and recommendations into the development of a full technical proposal for Catholic Relief Services (CRS) Timor Leste that will focus on developing Timorese organizations to advance agriculture sector objectives particularly related to nutritious agriculture and empower value chain actors to expand their markets by implementing solutions to various market constraints. The support will cover the period of July-August 2021. The initial timeframe is estimated for three weeks with the possibility to extend.

II. Background
CRS Timor Leste is currently working on conducting desk review, a rapid market assessment (including a wide range of stakeholder consultations) which will be followed by comprehensive design workshops/consultations. In order to help in understanding the nutritious crop market systems, value chains, business development services, specific gaps and opportunities to growth etc, CRS Timor Leste is looking to hire a Timorese consultant who will work closely with the proposal design team and provide his/her inputs.

III. Objectives
More specifically, this support will:
  1. Help gain a deeper understanding of the market systems and value chains related to nutritious vegetables and fruits. This includes an analysis of the key market actors (particularly enterprises with national scope), value chain constraints, market access challenges for smallholder farmers, opportunities for growth and furthering the national agriculture development strategies and developing feasible solutions (business models) to address various market constraints.
  2. Assist with the identification of suitable enterprises of national scope for collaboration in the project.
  3. Ensure that the project strategies and interventions are based on local context and lessons learned from past interventions.
IV. Activities
The consultant will provide the following services:
  • Serve as member of the design team
  • Identify information gaps / questions for assessment and collect additional information (e.g., KII, FGD, etc.) from various market actors to be used in project design development.
  • Expand literature review; identify evidence and link to the problem analysis, theory of change
  • Contribute to development of problem analysis and theory of change
  • Work with technical leads for reviewing and validating project strategies and interventions.
  • Participate in various meetings and consultations leading upto the proposal submission.
V. Deliverables
  1. Summary report on market constraints pertaining to nutritious vegetables and fruit crops.
  2. Submit an outline of strategy to develop Timorese enterprises of national scope to advance agriculture sector development objectives particularly those related to nutritious agriculture and national in scope, while empowering value chain actors to expand their markets and implement solutions to constraints limiting growth of the sector.
