INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

PURPOSE OF THE POSITION:
Under the guidance of the MEL DPM, the Senior MEL Officers implement the MEL system at the field level and ensure high quality and timely inputs and ensure that project activities are implemented in a cost effective and timely manner.

The Senior MEL Officer will be responsible for implementing the Project’s MEL activities; monitor the project activities on a regular basis, developing and maintaining the MIS (Management of Information Systems) of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.
One Senior MEL Officer will be required to cover several municipalities as his/her areas of work.

This position is based in the field, with frequent travel required to other municipalities under his/her working areas.

MAIN RESPONSIBILITIES:

Implementation of project’s MEL plan in the field level:

  • Responsible for the implementation of the project’s MEL plan in the field with guidance and support from the MEL DPM and the Project Manager;
  • Conducting frequent visits to schools and communities to conduct interviews, focus group discussions with students, teachers and parents to collect information;
  • Conduct observations in schools and during community activities
  • Collate timely and accurate project evidence-based information regarding progress and ensure this information is accurately reported and archived;
  • Document and report on the success and impact of stories on a monthly basis;
  • Provide support in the entry, data cleaning, data verification and cross checking process;
  • Updating the databases based upon the verification of the field data; and
  • Provide support to project surveys, this includes baseline, midline and end line evaluation.
  • Any other task assigned by the supervisor.
M&E Reporting, Filing System and Tools:
  • Manage and update monthly the M&E database for monitoring qualitative and quantitative data collected at the field level;
  • Identify and document impact stories from the beneficiaries.
  • Produce short insightful reports on school and community visits to provide greater insight into project activities in the field;
  • Ensure that all key project documents are filed; and
  • Contribute to the completion of donor reports, by ensuring accuracy of all project data.
  • Overview data cleaning process on team level and report inaccuracies under the guidance of the Project Manager and MEL DPM
  • Assist MEL DPM in providing technical support in the development of monitoring tools
  •  Assist in designing, coordinating and conducting project evaluations (baseline, mid-term and end line) as appropriate
  • Assist the Gender and Program Quality Learning and Impact Manager in reviewing program level information and data
  • Assist MEL DPM in developing and maintaining the project database and project filing
  • Assist MEL DPM to analyze and disseminate quantitative and qualitative data on a monthly basis
  • Prepare weekly report and submit to MEL DPM on timely manner
  • Assist MEL DPM in preparing donor reports biannually, including reports to other partners when required
Knowledge sharing and team support:
  • Support MEL officers in daily work under the guidance of the MEL DPM and Project Manager
  • Provide regular capacity building to MEL and Field Officers under the guidance of the MEL DPM and Project Manager
  • Provide guidance and information on administration issues aligned with CARE policies
  • Share learning from the Monitoring and Evaluation process with the larger project team including partners
  • Work collaboratively with other CITL projects to foster cross-learning
  • Share project experiences with other teams
OTHER RESPONSIBILITIES
  • To proactively participate the APPA process for all direct reports (annual appraisal, midyear review and regular 1:1 meetings) creating an environment where feedback is valued, acted upon and monitored, and where the APPA process (including the paperwork) is an integral component of Annual Work Plans and activities;
  • Engage in emergency preparedness, assist in any emergency response as required;
  • Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives; and
  • Demonstrate an ongoing commitment to gender equality, diversity and child protection
EXPERIENCE AND QUALIFICATIONS:
  • Minimum Bachelor degree in Education; Monitoring and Evaluation, and/or statistics, with a minimum 3 years’ relevant design and implementing of M&E experience and/or University Diploma with minimum 4 years’ relevant work experience, preferably with an International Non-Government Organization (INGO);
  • Ability to support the M&E function with integrity and implement procedures and processes, with minimal supervision;
  • Demonstrated honesty, reliability and trustworthiness
  • Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches;
  • Proven strong report writing skills, ability to present monitoring data and survey findings clearly;
  • Demonstrated ability to transfer knowledge through informal and formal trainings of staff;
  • Proven knowledge of Data Management methods and applications ND Knowledge in digital data collection, management and analyses;
  • Excellent oral and written communication skills in Tetum and minimum good English oral and written;
  • Demonstrated high level time management and organizational skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
  • Demonstrated ability to take direction and to work as part of a team;
  • A willingness to learn about CARE, gender equality and women’s empowerment activities; and
  • Intermediate (very good) in Microsoft Office with knowledge in Microsoft Word, Excel, MS Access, Statistical Programs (e.g. STATA, SAS, SPSS) and excellent numeric skills;
