Title: Senior Technical Advisor for Justice - Community Security and Justice Program
Program: Programa Apoio Seguransa Komunidade (PASK)

Work Location: Dili, with frequent travel to districts
SUMMARY OF POSITION RESPONSIBILITIES
The Senior Technical Advisor for Justice (STA-Justice) supports the implementation and management of the justice component for Programa Apoio Seguransa Comunidade (PASK). The program is the next phase of the Community Policing Support Program (CPSP) that ran from 2017 to 2021. Under the direction and supervision of the Team Leader, the STA-Justice will provide technical assistance in the design and implementation of program strategy and activities that will strengthen traditional dispute resolution pathways to respect rights and deliver more equitable justice outcomes particularly for women, youth and marginalized groups. The STA will contribute to the development and implementation of the annual work plans. With the Team Leader, s/he will engage and manage the partnerships with key stakeholders in the justice sector and adaptative management process with MFAT through stakeholder consultation and engagement. S/he will also be responsible for monitoring and reporting on the progress towards the achievement of program objectives and milestones related to the justice component.
RELATIONSHIPS
Internal
Daily contact with the PASK team, and other relevant program staff, finance, and administrative staff in the Foundation’s Timor-Leste office on a regular basis. Regular contact with the Finance and Compliance and Administration and Operations teams. Ongoing engagement with relevant consultants, interns, and Foundation contractors as needed.
External
Regular contact with the Ministry of Justice, the Ministry of Interior (National Directorate for Community Conflict Prevention or DNPCC), Office of the Purveyor for Human Rights and Justice, Ministry of Social Solidarity, the Timor-Leste National Police (PNTL), the New Zealand MFAT, and other security and justice programs including DFAT, the Australian Federal Police, UNDP, and other stakeholders. As designated by the Team Leader, program representation and liaison with program partners, representatives of other relevant government ministries, civil society organizations, local authorities, national and international agencies supporting justice and security reform in Timor-Leste, academic and research institutions, national and international media.
POSITION ACCOUNTABILITIES
Technical Input
- Guides the development of technical support to strengthen traditional dispute resolution pathways to respect rights and deliver more equitable justice outcomes particularly for women, youth and marginalized groups.
- Contributes to the government’s strategic plan for security and justice, and other relevant policies.
- Contributes to the design, development and implementation of annual work plans and semi-annual and annual reporting.
- Responsible for monitoring and reporting on the progress towards the achievement of program objectives and milestones related to the justice component.
- Implements program standards for the prevention of Violence Against Women and Children (VAWC) and child protection in trainings, stakeholder consultations and program activities.
- Develops materials for external communications including policy advocacy and media presence related to the security and justice sector.
- Provides technical inputs in research activities, policy papers and reports that help shape the justice and security sector in Timor-Leste and contributes to thought leadership in related areas.
Financial Management and Compliance
- Contributes to the development of the project budget and spending projections for each fiscal year; ensures that expenditures are within approved budgets.
- Complies with all grant and contract requirements, and related regulations and procedures; ensures compliance with administrative, grant management and financial policies and practices.
- Assists with the oversight of compliance with all accounting procedures related to the project; prepares and submits timely expenditure forecasts reports to the Team Leader.
- Complies with financial accountability and transparency requirements.
Representation
- Engage and manage relationships with the relevant stakeholders particularly with MOJ, MOI, MSS, PNTL and other justice-related agencies; and engagement with local CSO and community justice partners.
- Assists the Team Leader in establishing and maintaining constructive partnerships within the justice sector in Timor-Leste.
- Participates in meetings and events to enhance public awareness of PASK to expand the Foundation's professional network and access to relevant information as designated by the Team Leader.
Other
- Provides support as assigned to program development, proposal writing, representation or other activities related to the justice sector.
- Participates in Foundation-led initiatives as assigned.
- Undertakes other duties as assigned.
REQUIREMENTS
Education
Graduate degree required in law, human rights, political or social science, conflict or development studies or a related field.
Experience
- Minimum ten years of professional experience, or the equivalent, in law, human rights, access to justice, community mediation, and program management.
- Knowledge and strong familiarity with Timor-Leste legal frameworks and service provision related to justice sector development.
- Strong understanding of alternative dispute resolution and community mediation processes at the local level, with particular attention to past and emerging drivers of conflict for women, youth and marginalized groups.
- Proven capacity and expertise in the delivering training on topics related to access to justice at the community level.
- Proven experience in multi-stakeholder engagement and managing partnerships with justice actors and mediation service providers, civil society organizations, and relevant government agencies.
- At least five years of experience working with an international organization in managing and implementing donor-funded project/s.

- Demonstrated ability in adaptive management or flexible programming and thinking and working politically, and application of political-economy analysis.
- Strong legal analytical skills.
- Strong problem-solving skills and risk management.
- Ability to work effectively in team environment with proven interpersonal, communication and intercultural skills.
- Excellent knowledge and understanding of monitoring and evaluation.
- Excellent skills in facilitation, meeting leadership and focus group discussions.
- Strong time management and organization abilities and has initiative.
- Excellent communication skills in English and Tetum including writing skills in both languages.
Preferred
- Experience of or familiarity with The Asia Foundation programs or justice related programs with other international organizations.
- Experience mainstreaming gender and social inclusion across all program activities.
