Marie Stopes Timor-Leste (MSTL), a member of the Marie Stopes International (MSI) global partnership is a non-profit, non-government organization (NGO) specializing in supporting and delivering high quality family planning and sexual and reproductive health services (SRH). We have been working in Timor-Leste since 2007 to support the Ministry of Health (MoH) implement national reproductive health strategies and achieve national maternal health goals. Our guiding principles are to support the MoH to deliver a broad range of high-quality family planning and SRH services, ensure excellence in clinical quality, and support the delivery of services that are client-focused and promote choice.

 

MSTL seeks for a Timorese National for the position of Clinical Quality Assurance Manager to be based out of its support office in Dili office with occasional travel to the municipalities.

 

As a senior member of the Clinical Services Team, the Clinical Quality Assurance Manager (CQAM) is responsible for managing the quality of the organization’s clinical activities to ensure international partnership standards, efficient and effective processes, and exceptional customer service are adhered to.  

Working with and reporting to the MSTL Country Director, the CQAM is also a member of the Senior Management Team (SMT). As a member of the SMT, the CQAM has a key role in building and maintaining positive relationships especially with the MoH and other government officials.

 

A key component of the position is to manage clinical governance and provide important capacity building support to MSTL’s clinical staff, and support Ministry of Health (MoH) with health systems strengthening which includes pre-service and in-service capacity building based on MoH and donor agreements.  The CQAM is also responsible for providing specialized reproductive health services including surgical procedures if qualified.


The Clinical Quality Assurance Manager will also work closely with counterparts at the Marie Stopes International Australia (MSIA Regional office) and at MSI headquarters in London to ensure compliance with MSI global clinical quality standards, and alignment of MSTL priorities with global needs and best practices.

 

Key Requirements of the Position:

 

Qualifications:

  • Qualified health professionals including medical doctors
  • Master’s degree in the related role

 

Experience:

  • Minimum 3 - 5 years management experience in related area
  • Experience working in quality improvement or maternal and child health
  • Experience in developing and managing relationships with external stakeholders, particularly Ministry of Health
  • Demonstratable SRH clinical experience
  • Experience of coaching and mentoring clinical staff
  • Experience in design and facilitation of high quality SRH training materials (desirable)
  • Experience in working on health system strengthening (desirable)
  • Experience of managing budgets/ grants/ funding

 

Skills:

  • Fluent in English and Tetun speaking and writing
  • Excellent report writing skills
  • Strong interpersonal and communication skills
  • Ability to work effectively under pressure and meet deadlines
  • Advanced skills in MS Word, Excel and Outlook
  • Ability to be flexible and support the needs of the team as required
