Job Title : Monitoring and Evaluation Coordinator 
Place of Work : Dili, with frequent travel to Operational Municipalities in Timor-Leste. 
Capacity : Full time
Hours : 40 hours/week 
Reports to : WaterAid Timor-Leste Program Director (PD)

Start date: Approx. 1st November 2021


Explanation of Role

 

WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world's poorest people. We work with local partners to help communities access safe water, sanitation and hygiene (WASH). And we use our experience and research to influence decision-makers to do more to provide these vital services.

About the role

This position involves managing WaterAid Timor-Leste's Monitoring and Evaluation activities. The role will primarily focus on supporting and managing the monitoring and evaluation program to ensure the development of Monitoring and evaluation frameworks, quality of program implementation in delivering sustainable and equitable WASH projects with rural communities, schools and health care facilities. The position will also support local partner organizations and service providers in developing their capacity on M&E to deliver effective WASH and behaviour change programmes.

Key Accountabilities

Reporting to the Program Director (PD), the Monitoring and Evaluation Coordinator will support WaterAid to M&E plan, coordinate and implement Monitoring and evaluation of WaterAid Timor-Leste program.  This is to be undertaken with reference to the current Country Strategy and the Timor-Leste government's laws, policies and strategic priorities.  The M&E Coordinator responsibilities will include line management of M&E officer and Knowledge and Coms and comprise the following principle elements:


  1. Strategic Programme Monitoring and Evaluation and Development System
  2. Program Monitoring, Evaluation and Reporting
  3. Capacity Building
  4. Learning, Networking & Coordination.
  5. General

 

1.    Strategic Programme Monitoring and evaluation and development System


  • Facilitate the development and implementation of WaterAid Timor-Leste's Monitoring and Evaluation system
  • Support in assessing all partner NGO proposals providing feedback from the perspective of partner’s program indicators and measurements. 
  • Actively participate in rural sector discussions/debates and strengthen WATL's reputation and credibility in the WASH sector, particularly on critical  SDGs and Timor-Leste government WASH indicators
  • Assist in the development of concept notes, project proposals as and when required by the Program Director and SMT.

 

2.    Program Monitoring and Evaluation and Reporting


  • Work with the program team to  develop and implement Monitoring Evaluation & Learning (MEL) framework and data collection approaches, including exploring the opportunity to use online platforms.
  • Ensure that clear plans for project M&E activities are developed and implemented.
  • Coordinate and assist in implementing data collection together with relevant program staff and partners.
  • Coordinate and assist data analysis and report writing together with the WaterAid program/project team and partner organizations.
  • Support Program Director to plan the sessions on internal quarterly reflection, support in partners’ quarterly reflection and reporting. 
  • Coordinate and assist team and partners for collection and documentation of qualitative and quantitative evidence including case study and lessons learned, and beneficiary tracking according to WATL protocols.   
  • Coordinate and communicate with MEL team in other country offices, regional and WaterAid global federation.

 

3.    Capacity Building

  • Provide sound Monitoring and Evaluation advice to WaterAid Timor-Leste's staff and management team. 
  • Support partner organizations' staff to ensure capacity on M&E design, data collection, documentation, and reporting. 

 

4.    Learning, Networking & Co-ordination


  • Establish, develop and maintain relationships with other agencies working in Monitoring and evaluation, including donors M&E department and individuals.
  • Participate in and contribute to WATL's efforts to strengthen in-country WASH and GEDSI sector networks.

 

5.    General


  • Actively participate in the WaterAid Timor-Leste Leadership Team (LT) and contribute to the review and development of WaterAid's programme work and country strategies.
  • Actively collaborate and Respond to reasonable requests for information and reports from WaterAid's Regional and Fundraising teams.

 

Key Selection Criteria

 

The following criteria will be used to assess candidates for the post. All applicants must address these criteria in their application:

 

1.    Education

  • Bachelor Degree or professional qualification in a relevant field (environmental health, civil engineering, development studies, social sciences or in a relevant field.)

 

2.    Knowledge and skills

  • Proven knowledge of program Theory of Change and MEL framework development.
  • Technical skills managing/conducting monitoring & evaluation methods and approaches.
  • Knowledge of organizational management and development in NGOs
  • Ability to plan own work, set priorities and complete tasks if under time constraints or when faced with competing demands.
  • Ability to use computers both word-processing, spreadsheets and presentations.
  • Highly developed writing and communication skills in English  

 

3.    Essential Experience

  • At least 4-years’ experience working in local and/or international NGOs in WASH programme M&E experience.
  • At least 4-years’ experience in Monitoring and Evaluation coordinator role in an International NGOs.
  • Experience of implementing development projects through local NGOs or local government partners
  • Practical experience in participatory community-based development programmes, including participatory planning, Monitoring and evaluation.
  • Experience in planning and implementing effective monitoring and evaluations systems.
  • Experience in mentoring and building the capacity of organisations, teams and staff members.

 

4.    Desirable Experience and Knowledge


  • Experience working in/or understanding of WASH project implementation and the WASH sector in Timor-Leste
  • Experience and proven skills in people management
  • Knowledge of organizational management and development in Timor-Leste
  • Experience in research and analysis and documentation of best practices
  • Highly developed writing and communication skills in Tetum
  • Ability to Influence key Stakeholders
