Context:
Timor-Leste, a Small Island Developing State (SIDS) is vulnerable to hazard related shocks such as floods, droughts and landslides as well as to cyclical climate events. The International Organization for Migration (IOM) in Timor-Leste supports the strengthening of institutional capacity for Disaster Risk Reduction (DRR) in Timor-Leste, including disaster preparedness at national, municipal and local levels. In addition, IOM along with United Nations (UN) agencies are supporting national counterparts to adequately prevent, mitigate and safely respond to the needs of Gender-Based Violence (GBV) in the context of natural disasters.
Under the direct supervision of the Chief of Mission (CoM), in close coordination with relevant units at the IOM Regional Office for Asia and the Pacific (ROAP) and IOM Headquarters (HQ), the successful candidate will be responsible and accountable for coordinating, implementing, monitoring and evaluating projects that are within the Emergency and Post Crisis Portfolio (EPC) of the Country Office (CO), as well as other potential future activities within the EPC portfolio.
Core Functions / Responsibilities:
1. Supervise and coordinate all aspects of IOM Timor-Leste's EPC project activities in line with IOM and donor requirements, including coordinating and monitoring the work of project staff members, including project planning and implementation, response to emergencies where applicable, operations/logistics, procurement, and budgetary planning. Exercise quality control over project outputs as well as checking compliance with all procedures and following-up as necessary.
2. Monitor the work of staff and technical consultants assigned to the EPC unit of the CO to facilitate successful implementation and delivery of relevant programmes.
3. Exchange information and draft schedules; contribute to the development of methods required for project formulation, implementation management and thematic training and workshops for government authorities, implementing partners, project staff and donors as required.
4. Provide technical support for projects on Disaster Risk Management (DRM) with an emphasis on coordination and capacity building of Institutions and communities; participate in the Shelter Cluster, Early Warning Systems Working Group, and the GBV Working Group; research and document IOM activities and funding needs for EPC in Timor-Leste.
5. Participate in relevant inter-agency and governmental coordination mechanisms and meetings to facilitate harmonization of approaches and strategies as they relate to resilience building, preparedness, and management.
6. Under the leadership of and in close coordination with the CoM, support donor outreach and engagement activities and IOM’s sector teams and partners on upcoming funding opportunities relevant to the thematic area by providing technical inputs and information.
7. In close consultation with CoM and the Emergency and Post Crisis Regional Thematic Specialists at ROAP, provide technical support to the CO’s coordination across IOM’s multi-sector approach to Camp Coordination / Camp Management cluster (CCCM) as well as DRR/DRM/GBV related technical working groups.
8. In close consultation with CoM and the Emergency and Post Crisis Regional Thematic Specialists (RTS) at ROAP, provide technical and administrative support in the coordination of IOM’s response during sudden onset natural disasters including roll out of Displacement Tracking Matrix (DTM).
9. Assist the CoM and other relevant staff in CO to facilitate the integration of disaster risk reduction, environmental and climate change issues relevant to IOM’s mandate and programming in the UN Sustainable Development Cooperation Framework 2021-2025 (UNSDCF) for Timor-Leste.
10. Monitor and follow up on the timely submission of reporting on projects, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports. Draft a variety of reports, data and analyses to meet the CO’s and the donor’s reporting requirements.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Disaster Risk Management, Environmental Engineering, Human Geography, Development Studies, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Prior experience in project development, management, implementation and evaluation of DRR, environment or other resilience-building programming in crisis and/or post crisis settings, for example in the areas of energy services, natural resource management, disaster preparedness, stabilization, displacement, early waning and disaster risk assessment;
- Previous experience in managing project staff is required;
- Experience in an international level with specialized international agencies (United Nations Agencies, International Organizations, and/or International Non-Government Organizations) preferred;
- Experience working with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil society organizations;
- Prior experience in working in humanitarian settings including emergency response especially CCCM is desirable;
- Experience in project development, project management, and/or project monitoring and evaluation in the field of emergencies, disaster risk management or other related technical projects;
- Strong experience and technical knowledge on disaster risk reduction;
- Experience working with international organizations, non-governmental or government agencies is preferred.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Fluency in Tetum is desirable, Portuguese or Bahasa Indonesia is advantageous.
