This Opportunity
The Labour Mobility Regional Officer – Timor Leste will be responsible for supporting the Secretariate of State for Vocational Training and Employment (SEFOPE) with the expansion of Pacific Australia Labour Mobility (PALM) Scheme services in the municipalities, including conducting PALM candidate screening/testing, work ready pool training process and in country recruitment database (IRD) services. The regional officer (s) will be based in one of the municipalities embedded in SEFOPE municipal offices and will be responsible for supporting two municipalities.
Responsibilities
- Provide operational support to two assigned municipalities, delivering in‑person support in one location and remote support to the other.
- Support the implementation of municipal work plans on PALM circular labour mobility priorities for SEFOPE.
- Provide communication support to municipalities across PALM selection, recruitment, mobilisation and reintegration processes.
- Strengthen labour mobility partnerships by supporting municipal directors to engage with line ministries, civil society and private sector stakeholders.
- Work with municipal directors and TVET centres to coordinate and deliver draft and work‑ready pool trainings in municipalities.
- Provide regular written reports to SEFOPE Municipal Directors and the Pacific Labour Mobility Municipality Program Manager.
- Deliver training on circular labour mobility processes, IRD functions, worker portal use, learning platforms and related municipal‑level operations.
- Participate in PALM‑related municipal events on behalf of SEFOPE and support logistical arrangements for targeted scale‑up training activities.
We are seeking an individual who:
- Tertiary qualifications in a relevant discipline, or an equivalent combination of education and practical experience.
- 2–3 years’ experience in project support or municipal‑level program delivery.
- Experience working in, or regularly travelling to, municipalities, including direct engagement with government officials.
- Strong written and verbal communication skills, including excellent English and Tetun (additional local dialects an advantage).
- Demonstrated ability to work in a fast‑paced environment, meet deadlines and manage competing priorities.
- Excellent interpersonal skills, with the ability to build and maintain effective working relationships with a wide range of stakeholders at municipal and national levels.
- High proficiency in Microsoft Word, Excel, PowerPoint and web‑based platforms.
