Project Information: The latest COVID19 outbreak in Dili, and extended to Viqueque and other districts, began in March and was compounded by the flooding at the beginning of April. Through this project, ADRA TL will address food security impacts caused by both the floods and COVID-19 in rural communities in Viqueque. Beginning with the restoration of irrigation canals and the provision of rice seeds, as well as facilitating early recovery through provision horticulture seeds and water systems for selected kitchen gardens. Further, ADRAs early recovery response strategy includes increasing the number of village savings and loans schemes and provide grant to established VSLA (Village Saving and Loans Associations).
Position Purpose: The Water Technician is responsible facilitating community participation and technical work of the water component of the COVID-19 & Flooding Economic Recovery and Food Security (ERFS) Project. The Water Technician will facilitate community action planning process and take responsibility for the construction and set up of water access points.
Key Responsibilities
- Facilitate the consultation with community leaders, SAS, MAF and the farmers group to conduct Community Action Plan (CAP) processes that promote gender equality and inclusion of various community members including people with disabilities.
- Coordinate with local leaders and GMF (Groupo Manajamento Facilidade) to mobilize the group members to help with construction.
- Design and planning of the water access points within the approved scope and budget.
- Ensure that the water access points construction conforms to the design as planned
- Supervise the drilling of manually drilled bore wells and the plumbing and construction of water access points including the wiring of electric pumps.
- Support the establishment, training, and ongoing coaching of GMF.
- Coordinate closely with SAS in Viqueque, and other relevant municipal and national stakeholders.
- Ensure the proper use, maintenance, and secure storage of equipment and materials.
- Maintain regular communication with the Project Manager and actively participate in weekly planning/review meetings with team members.
Education, Experience, and Competency Requirements
- Degree in engineering, development, agriculture, or related field.
- Minimum of 3 years of experience working with community water projects
- Technical skills in bore wells, plumbing and ground water access.
- Excellent interpersonal and facilitation skills
- Strong initiative and ability to work independently and in teams.
- Ability to facilitate inclusive and participatory group activities
- Strong conflict resolution skills.
- Experience working with NGOs an advantage
- Valid motorbike license.
