
Cardno currently has a vacancy for the position of Decentralization and Local Governance Adviser on the DFAT-funded Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) in Timor-Leste.
The National Program for Village Development (PNDS) is a nation-wide community driven development program of the Government of Timor-Leste (GoTL). The PNDS program works with communities at the village level to help eliminate poverty by investing in community-driven infrastructure projects. The Australian Government is assisting the GoTL to implement PNDS through the PARTISIPA managed by Cardno Emerging Markets.
The objectives of this role are to:
- Provide strategic policy advice to the Minister and senior officials at the General Directorate of Administrative Decentralization at MoSA to perform its competencies to support decentralization and local governance agendas
- Support the MoSA to strengthen the capacity of municipalities with the delegation of competencies of ministry service delivery functions.
