The Asia Foundation is implementing the Nabilan (Ending Violence Against Women) Program in Timor-Leste. Nabilan is an 8-year Australian aid initiative implemented by The Asia Foundation (TAF) in Timor-Leste on behalf of the Government of Australia (GoA). The goal of Phase 2 of Nabilan (April 2018- June 2022) is that “Women and children live free from violence and can enjoy their rights”. Phase 2 has two End of Program Outcomes (EOPO): EOPO1 (Services): Women and children who experience violence have access to quality and inclusive services; and EOPO2 (Social Norms Change-SNC): Individuals, communities, and institutions act to reduce violence against women and children.
We are seeking to contract an individual or a company to develop a new informational website for the Nabilan Program which shares information with Timorese and international audiences about who we are, what we do, our knowledge products, training opportunities and other updates. The website must be bi-lingual (Tetum and English).

Responsibilities
- Design a new website for the Nabilan Program in Tetum and English languages. The website will be user-friendly, attractive, accessible and use good UI/UX design principles.
- Utilise an existing and flexible content management system (CMS) such as Square Space, WordPress or other simple to manage CMS.
- Integrate necessary analytical tools to track website traffic, interactions and usage overtime.
Requirements
- Strong UI design background and strong design skills;
- At least 5 years of experience and understanding of web-based design, development and management;
- Solid experience and knowledge of CMS:
- A link to a portfolio of past work;
- Ability to facilitate a collaborative design process.
Deliverables
- Mock-up website UI designs for review and approval;
- Selection of appropriate CMS;
- Development of website based on approved designs;
- Final website launched.
Timeframe
To commence ASAP, website live by end February 2022.
