Position Title: Irabere Field Assistant

Supervisor: District Coordinator

Level: Level I step 1

Term:  12 months, fixed term

Location: Field based (Iliomar and Baguia) with frequent visit to Dili

 

POSITION DESCRIPTION

This position forms part of the project team for the GEF6 funded project titled “Securing the long-term conservation of Timor-Leste’s biodiversity and ecosystem services through the establishment of a functioning National Protected Area System and the improvement of natural resource management in priority catchment corridors (“TLSNAP”). This position will carry out duties as assigned by the Irabere Catchment Coordinator who is based in Baguia office

The objective of this project is to establish Timor-Leste’s National Protected Area System and improve the management of forest ecosystems in priority catchment corridor. The key components of the project are:

Component 1: Establishment of a National Protected Area System.

Outcome 1.1: National PA system established, and implementation initiated.

Component 2: Improvement of community-based natural resource management systems in priority catchment corridors.

Outcome 2.1: Land degradation drivers halted and/or minimized in key catchment areas.

Outcome 2.2: Capacity for communities to manage their natural resources substantially increased.

Component 3: Improvement of forest management and reforestation of degraded lands in priority catchment corridors.

Outcome 3.1: Sustainable Forest management in priority catchment corridors substantially improved.

Outcome 3.2: Priority degraded areas reforested.

This position will be under CI Timor-Leste, and report to the Irabere Catchment Coordinator designated by CI-Timor-Leste.

THE KEY RESPONSIBILITIES FOR THIS POSITION ARE:

  • Assist Irabere Catchment Coordinator in implementing activity under TLSNAP project in Municipality of Lautem, Post Administrative of Ilomar and Luro, and other sucos as needed.
  • Submit monthly reports to the Irabere Catchment Coordinator.
  • Develop an agreed to workplan to ensure all activities are implemented on time, on budget, and in coordination with communities and government, and other stakeholders.
  • Coordinate field activity in Ilomar and Luro in close coordination with Irabere Catchment Coordinator.
  • Collaborate with the Irabere Catchment Coordinator and project team in preparing and organizing the training, community meeting in targeted Suco.
  • Maintain good communication with project team and local authorities, regarding project progress, successes and any issues being faced.
  • Conduct regular monitoring in the field and support ICC if she/he need any assistance.
  • Prepare budget requests and submit expenditures on time and within budget.
  • In close collaboration with Community field representative and conservation groups conduct regular meetings within the Suco.

REQUIRED SKILLS AND CAPABILITIES:

  • University degree in Environment Science, Natural Recourse Management or related field, or proven comparable experience.
  • 3 years work experience in environmental or protected area systems.
  • Experience working with rural communities.
  • Proven experience using Microsoft Office software.
  • Able to work independently and with minimal supervision.
  • Excellent interpersonal skills and a team player.
  • Can drive a motorbike/motorcycle with valid license card.

 

 PREFERRED SKILLS:

  • Prior experience with an International organization
  • Good in English and Tetun are required for this position for reporting purposes and/or other language skill is advantage.
  • Language ability with Fataluku, Makalero and/or Makasae are preferred.
 

WORKING CONDITIONS:

  • This position is based in Iliomar/Baguia with occasionally travel to Dili.
