Introduction
Conservation
International (CI)’s work in Timor-Leste began in 2009, followed by the
establishment of our office in 2012. Our work aims to improve local
food security,
fight climate change, and enhance livelihoods primarily through the
establishment of a functioning national protected area network. We are
working directly with government and local communities to research,
implement, and improve the management of protected
areas on land and at sea, through national parks and no-take zones.
Through a blend of science, policy, and fieldwork, we further provide
innovative solutions to key environmental issues such as unsustainable
fishing practices, deforestation, and climate change.
Position Description
This
position will support Deputy Project Manager and GEF Technical Manager
in implementing GEF funded project titled “Securing the long-term
conservation of Timor-Leste’s
biodiversity and ecosystem services through the establishment of a
functioning National Protected Area Network and the improvement of
natural resource management in priority catchment corridor” (TLNSAP”).
This
position will carry out coordination duties as assigned by the project
team, specifically for the Comoro catchment project site and
communities. The objective
of this project is to establish Timor-Leste’s National Protected Area
System and improve the management of forest ecosystems in priority
catchment corridor
KEY RESPONSIBILITIES
- Support and assist the Deputy Project Managers in ensuring effective and efficient implementation of GEF project as assigned to this position, including coordination with CI staff, partner communities, government, and other stakeholders.
- Work closely with Deputy Project Managers in developing the project’s detailed workplan and reporting against the progression of the work plan, and expenditure of the budget.
- Participate in monitoring and evaluating the implementation and impact of project activities.
- Work with the Operations team to ensure efficient and cost-effective use of CI equipment and resources while applying internal systems, structures, and standard operating procedures.
- Support an organizational culture that reflects our full spectrum programming values, theory of change, promotes accountability and high performance, encourages a team culture of learning, creativity, and innovation.
- Support in facilitating learning and sharing on key issues for advocacy, adoption and/or replication of best practices.
- Liaise with communities and local authorities on a day-to-day basis and ensure active engagement of stakeholders to mobilize resources, and coordinate activities.
- Successfully submit on time monthly reports and budget expenditure reports, to supervisor, and donor reports when required.
REQUIRED QUALIFICATIONS
- A Science Degree in Conservation, Environmental Science, Natural Resource Management, Protected Areas, Biodiversity, or Fisheries; or be able to demonstrate successful experience in understanding Environmental Resource Management issues and applying science.
- Demonstrated in-field experience working with communities, especially farming communities.
- 2 - 4 years of related work experience, preferably in the conservation, NGO, or advocacy arena. Demonstrated experience developing and managing workplans and budgets.
- Sound experience of working on environmental and community development issues either in an NGO or the public or private sector.
- Substantial skills and understanding of monitoring and evaluation and building capacity.
- Excellent presentation, communication, and facilitation skills.
- Demonstrated ability to work effectively with all levels of employees and partners in a team setting.
- Specific expertise in aspects of community development through biodiversity protection and sustainable livelihoods.
- Needs to be passionate about the environment and the long-term sustainability of natural resources to support healthy communities.
- Advanced English and Tetum language skills are required.

PREFERRED QUALIFICATIONS
- Previous experience implementing CB-NRM.
- Forestry experience.
- Local language ability; Mumbae and/or Tokodede.
- Motorbike License
WORKING CONDITIONS
- Typical office environment.
- This position is based in Dili with frequent travel to project site.
