URBAN RESILIENCE AND CLIMATE CHANGE SENIOR TECHNICAL OFFICER

Salary: US$773.00 plus benefits

 

Our growing NGO is seeking to hire an Urban Resilience and Climate Change Senior Technical Officer who will be responsible for the leadership of the resilience & climate change technical components of the European-Union funded Maloa Urban Resilience Initiative program. This program includes goals around improving the climate resilience of the Maloa watershed through landscape and ecosystem management to support environmental, economic, and social development in Dili. The program will work to ensure that the urban Maloa watershed community, local government, and private sector actors have knowledge, skills, capacities, access to resources to develop and implement climate resilience, economic development, and COVID recovery strategies and plans.

 

Based in Dili, Degree in Climate Change, Disaster Risk Reduction; or another related degree; to succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to work with a variety of stakeholders to get important work done. Specific experience working with livelihood business stakeholders and private sectors and local government in Timor a plus

 

Urban Resilience and Climate Change Senior Technical Officer Responsibilities:

 

  • With support of the Program Manager, Deputy Program Manager, and program team, develop and actively guide the implementation of an urban resilience and climate change strategy.
  • Work closely with the Program Manager to understand barriers and opportunities to advancing urban resilience across the Maloa Urban Resilience Initiative program, and help identify strategic areas for action.
  • Provide substantial contribution to program strategy, leading on the program’s resilience and climate change planning and reflection ensuring adaptive management to test ideas, identify and resolve challenges and foster a culture of learning.
  • Keep abreast of new thinking, research and innovations in areas of urban resilience and climate change adaptation by leading researchers, donors and practitioners, with particular focus on regional themes including making markets work for resilience, urbanization, financial inclusion and transformative capacities.
  • Actively engage in Mercy Corps’ regional initiatives, including the regional resilience team, drawing on learning from resilience initiatives across the globe while ensuring Timor-Leste’s lessons in urban resilience help to influence Mercy Corps’ regional agenda in this arena.

 

Urban Resilience and Climate Change Senior Technical Officer Requirements:

 

  • Degree in Climate Change, Disaster Risk Reduction; or another related degree.
  • Minimum three years’ experience with community-based disaster risk reduction programs.
  • Experience working with community groups, private sector actors, government officials.
  • Experience building capacity of diverse team.
  • Excellent time management and work planning skills, as well as the ability to prioritize tasks.
  • Strong writing, reporting, organization, and communication skills.
  • Fluency in Tetun, with proficiency in English preferred
  • Willingness to travel
