The FAO Representation to Timor-Leste in Dili is seeking for qualified candidates to fill in the following position for the REDD+ Readiness support to Timor-Leste: Capacity and Institutional Development (GCP/TIM/013/GCR) project in establishing a National Forest Monitoring System (NFMS) and a Forest Reference (Emission) Level of Forestry Sector to achieve SDGs:

 

National Forest Inventory (NFI) Specialist

 

Responsibilities

Timor-Leste is currently receiving international climate finance and assistance to develop a Green-House Gas (GHG) accounting system. The REDD+ Readiness project is supporting the Government to design and establish a National Forest Monitoring System (NFMS) and a Forest Reference (Emission) Level (FRL/FREL). The NFMS measures the climate change mitigation impact of the REDD+ interventions; it supports the Measurement, Reporting and Verification (MRV) of emissions and absorption of GHG from forestry and other land use (FOLU) changes. One of the components of this REDD+ initiative is to develop a National Forest Inventory methodology and tested them in the selected pilot sites. The main objective of the consultancy is providing continuous in-country technical services for the design and piloting of NFI, and training of national operators to test the NFI methodology and pilot them across selected pilot sites. The NFI will include sampling design, cluster design, selection of plot sizes, field forms, reports and data. It will also provide an opportunity to identify gaps and support the design of a comprehensive forest inventory report for the period under consideration of FRL including aspects such as the state and change of volume, biomass, growth, among other variable. There is also scope to include estimates of sampling error, to provide the users with sufficient background on the reliability of the information. 

 

With the support of an international expert in NFI, the national consultant will carry out the following tasks:

  1. Lead the national level contribution to NFI design process, organisation and facilitation of training and pilot exercise;
  2. Lead the draft assessment report on background data and information for NFI;
  3. Help interpret field data results from practical field perspective;
  4. Coordinate with NDF and other GoTL entities as needed to help them understand, review and accept NFI design features as developed;
  5. Help ensure that national forest definition, proposed forest classification system and all variables proposed are integrated  in NFI design work for Timor-Leste,  and help ensure that NFI design meets reporting requirements for REDD+ and IPCC guidance and guidelines—in coordination with REDD+ Team leader;
  6. Lead the development of the LoAs;
  7. Organise and facilitate the national training and consultation events as required;
  8. Lead the meetings and consultations of TWGs and task teams;
  9. Perform other related tasks as required.

 

Start date/Duration: 80 days WA, spread through February to November, 2022

 

Duty Station: Dili with travels to the municipalities as required

 

Required qualifications:

 

  • Advanced degree in forestry; of forest inventory or other related subject
  • Working knowledge of English
  • Good oral and written communication skills.
  • Minimum 3 years’ experience in forestry, NFI, field inventories, biometrics and statistics.
  • Experience of working with institutions of Government of Timor-Leste.
  • Demonstrated ability work in team, take initiatives and ability to deliver results within deadlines.
