Vacancy Announcement - National Expert for construction activities
As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in international cooperation for sustainable development. GIZ has been operating in Timor-Leste since 1999 and has implemented numerous projects in a range of technical fields such as economic development, employment promotion, peace building or civil conflict transformation. It also supports the development of the Timorese maritime sector. Therein, GIZ works closely with Timorese governmental and non-governmental partners.
GIZ is looking for a National Expert for construction activities in the Ai ba Futuru-project. The GIZ-implemented project Ai ba Futuru aims to improve income and employment opportunities in the agroforestry sector. The 5-year project (2017-2022) is financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union.
The project works through four fields of action: (1) Increasing production and productivity in agroforestry systems, (2) capacity building along agroforestry value chains, (3) improving market access for agroforestry products and (4) improving the enabling environment (e.g. regulatory framework) for agroforestry.
The Technical Assistance is delivered by GIZ with activities being implemented in the districts of Manatuto, Baucau, Viqueque and Lautém. Within the scope of field of action (1) lies the implementation of water harvesting systems at selected rural communities in the project area in order to increase their climate (drought) resilience and possibly improve cropping intensity and diversity during dry season.

- General Responsibilities
The national expert for construction activities carries the following general responsibilities:
- Coordination of activities, including budget planning.
- Managing the communication and technical and administrative processes between the communities, the project, the contractors, and the procurement unit at the country office in.
- Preparation of tender documents and processes in line with GIZ processes and regulations.
- Advising involved stakeholders (i.e. government partners, companies and communities) in the construction processes and provide supervision in the overall implementation.
- Supervision and liaising with contractors and communities to ensure efficiency and compliance of the construction processes.
- Managing effectively the monitoring and evaluation of the construction component, i.e. compilation of information, M&E reports, photos, etc.
- Specific Duties/Responsibilities
The national expert for construction activities carries the following specific responsibilities:
- Manage the design and planning of construction activities (technical, implementation, timeframes and budget) in coordination with relevant partners.
- Validate construction designs, drawings, surveys, specifications and bills of quantities before activities are implemented.
- Develop operational plans and schedule for program implementation.
- Prepare tender documents and support the GIZ country office in the preparation and implementation of contracts.
- Monitor progress and compliance of construction work and provide regular feedback on progress, quality of constructions and challenges to the superior.
- Supervision and coordination of construction measures implemented through CfW.
- Liaise with contractors and suppliers to ensure timely delivery of goods and services. Check progress reports and invoices of partners and/or companies against original budgets and proposals.
- Ensure sustainability, including capacity development measures and supervision of stakeholders to enhance technical and maintenance skills as well as awareness raising measures concerning watershed management and water use.
- Representing the project in meetings and workshops with regard to construction activities.
- Ensures effective overall communication and sharing of information on construction processes including presentations to different stakeholders.
- Performs other duties and tasks at the request of the Team Leader.
- Required qualifications, competences and experience
- Bachelor’s degree in civil engineering, hydraulic engineering or a related field
- Experience in the cooperation with an international organization
- Proven track record of minimum 10 years’ work experience in engineering/construction, of which at least 3 years’ experience in constructions in the water sector.
- Strong social, interpersonal and communication skills.
- Knowledge on agroforestry will be an asset
- Excellent language skills (in written and orally) in English and Tetun is a must
