WORLD VISION TIMOR – LESTE
World Vision is a global relief, development and advocacy organisation dedicated to working with children, families and communities to overcome poverty and injustice. Inspired by our Christian values, we work with the world’s most vulnerable people, regardless of religion, race, ethnicity or gender. World Vision Timor-Leste began its first project in Aileu municipality in 1995, and opened its national office in Dili in 1999. Today, we have Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro and Covalima.
The Timor – Leste Cyclone Seroja Recovery project or BHA (Bureau Humanitarian Project) is aiming to provide life-saving assistance and support households to recover from flooding as a result of Cyclone Seroja in Timor-Leste through a comprehensive humanitarian response. This project is supporting households to improve agricultural techniques. The project anticipates contributing to longer term resilience and improving a household’s capacity to self-recover from disasters. Through this project, WVTL together with consortium partners Catholic Relief Services (CRS) and Mercy Corps (MC), will provide early recovery activities in Aileu, Baucau, and Manatuto municipalities, over a 6-month period through the Agriculture Sector Purpose of Position
Survey Methodology and sample:
The project will employ a mixed-methods design for this PDM and endline study. A quantitative survey will be used to produce indicator values and collect socio demographic information about the beneficiaries. A qualitative survey to be used to complement the quantitative result. The same sampling strategy and sample size applied for the baseline will be used for the PDM and evaluation to be provide statistically meaningful comparisons. This report will be approved by the Program Quality Manager, WVUS Program Manager and BHA.

Roles & Responsibilities (Local or International applicant)
Scope of work
The consultant is expected to lead data analysis and report writing process while WVTL will manage in-country data collection and will put together all raw data from WV and its partner CRS and Mercy Corps, Given COVID-19 travel restrictions remote management is the likely approach. Specifically, the consultant is expected to:
The PDM data (both quantitative and qualitative), and write up of the PDM report complete with analyzed data as part of annexes and recommendations.
Selection criteria
- Experience in emergency responses
- Knowledge and familiarity with Timor-Leste country context
- Experience working remotely.
- Technical writing ability (will check quality of previous evaluations and reports)
- Experience working with World Vision Field Offices
- Experience in voucher and cash distribution during emergency
- Availability
