About the Australian Humanitarian Partnership: Disaster Ready
The Australian Humanitarian Partnership (AHP) is a five-year (2017-2022) partnership between the Australian Government and Australian NGOs. Through the AHP, partners aim to save lives, alleviate suffering and enhance human dignity in the face of conflict, disasters and other humanitarian crises.
The AHP meets these objectives by focusing efforts both in disaster response as well as disaster preparedness. In disaster preparedness, the AHP delivers the AUD 50 million Disaster READY (DR) initiative across the Pacific (Fiji, Vanuatu, Solomon Islands, Papua New Guinea) and Timor-Leste. Using local, Pacific-based partners, Disaster READY supports Pacific communities and governments to better prepare for and respond to disasters. The program places specific emphasis on the inclusion of women, disabled people and faith based organisations in disaster preparedness.
About this Call for Design and Proposal Writing Support
Currently, AHP and DR are subject to separate but interlinked design processes, being managed by the AHP Support Unit. CARE Australia is supporting our DR program in Timor-Leste with the country-level redesign process and is requesting design and proposal writing support for March - April 2022.
Tasks include:
- Lead consultation (key information interviews) with selected stakeholders to inform design
- Lead staff reflection workshop of Disaster Ready to inform new design
- Lead design workshop for the CARE Timor-Leste specific design process (including problem analysis, need assessment, theory of change, gender transformative activities and cross cutting issues)
- Lead CARE Timor-Leste specific proposal writing (expected to be a 12 page doc, including narrative and activities)
Experience and qualifications
- At least 5 years’ direct experience in proposal/tender preparation and/or resource mobilisation for international development agencies
- Experience leading design workshops and stakeholder consultation
- Familiarity with institutional donor agencies, especially the Department of Foreign Affairs humanitarian and disaster preparedness programs
- Gender transformative project design and proposal development experience, ideally in humanitarian and disaster preparedness programs, with a track record of successful project designs and proposals involving collaboration with a broad range of stakeholders
- Strong project management skills to lead and support the submission of tenders and funding proposals
- Excellent verbal and written in English, fluency in Tetum advantageous
