How can you make a difference?

The assignment aims to provide technical support for the Steering Committee’s work, including coordination among committee members and facilitation of discussions, help drafting relevant documents, and ensure the planned tasks are carried out timely. The consultant will also liaise with a focal person of WHO Timor-Leste, with whom UNICEF has been coordinating on the CRVS work in Timor-Leste.

 

WORK ASSIGNMENT:

  1. Draft a ToR of the CRVS Steering Committee;
  • Also support drafting associated documents, if identified as necessary.
  • The ToR should articulate the objectives, roles, responsibilities and other necessary provisions to present for the Council of Ministers to issue a dispatch (or equivalent).
  • The process needs to be closely coordinated with GDS and MoJ, and other line ministries
  1. Finalize the drafted Strategic Plan;
  • Also support drafting associated documents, if identified as necessary.
  • The process needs to be closely coordinated with GDS and MoJ, and other line ministries.
  • The final draft should reflect the results of consultations (see activity # 3.).

   3. Conduct consultation workshops;

  • The draft Strategic Plan should be presented to and consulted with the government agencies, CSOs, development partners, and other stakeholders as agreed with the Steering Committee.

  4. Present CRVS strategy plan

  • The final draft of the strategy plan should be presented to line ministries and council of minister
 

DELIVERABLES:

  1. ToR approved by the Steering Committee  members including GDS and MOJ (14 days)
  2. Strategic Plan approved by the Steering Committee (20 days)
  3. Consultation report submitted (5 days)
  4. Strategy plan presented to line ministries and council of ministers (7 days)

To qualify as an advocate for every child you will have…

  • Advanced degree in relevant fields such as laws, public administration, or other social science disciplines.
  • Minimum 5 years of professional experiences in working on similar scopes. Experience in working for government agencies and/or the UN will be an asset.
  • A good understanding of the CRVS and relevant legislations will be a strong asset;
  • Ability to coordinate with a wide range of stakeholders, and move forward a difficult tasks;
