Consultant – SNAEM Strategic Plan

  • Support the improvement of health systems and clinical services with Serviço Nacional de Ambulância e Emergência Médica (SNAEM, I.P.)

The Program

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Government of Timor-Leste to deliver quality and inclusive services in primary health, basic education, and social protection.

 

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.

 

The Opportunity

We are looking for a proven and experienced consultant to support the development of a strategic plan for Serviço Nacional de Ambulância e Emergência Médica (SNAEM, I.P.)

 

The consultant will work with the SNAEM, and in coordination with PHD Health team and the Health Transport and Ambulance Program team to develop a five-year strategic plan for SNAEM, IP. This consultancy will be highly participatory in nature and include desk review of the organisation and relevant health policies, and consultation with key stakeholders in the Ministry of Health, Ministry of Finance and Development Partners (DFAT, WHO and other relevant partners).

 

Contractually, the consultant will report to PHD’s Health Sector Lead, and will work with the strategic and technical guidance from SNAEM’s Executive team.


About You

We are seeking individuals who have:

  • Proven experience working in the health sector in Timor-Leste or in developing countries with similar situation
  • Experience or involvement in the development of a strategic plan, preferably within a health setting
  • Strong stakeholder consultation experience, and coordination skills
  • Fluency in Tetum and Portuguese are highly desirable.
