Monitoring and Evaluation/ Gender and Social Inclusion (M&E/GESI) Officer

Since 1992, The Asia Foundation has partnered with government, civil society and private sector partners to develop Timor-Leste and its people. We are working with local, district and national level government, civil society partners and communities to strengthen governance and policy, eliminate violence against women, enhance economic opportunities for women, and promote peace and justice in Timor-Leste. 

 

This is an exciting opportunity to join a long-term partner to Timor-Leste’s ongoing development. The M&E/GESI Officer is responsible for the implementation of the MEL system and results framework developed for PASK, and also supports the implementing team to identify GESI targets and monitor and capture GESI outcomes.  

 

Key Responsibilities 

• Manage the PASK results framework and monitoring system. 
• Collaborate to develop an overall GESI strategy and analytical framework for the PASK program.  
• Collaborate to better articulate GESI targets and performance indicators, identify risks, and report on outputs and outcomes. 
• Design and implement MEL activities, including case studies, action research, and program reviews. 
• Develop knowledge products that feature success stories and lessons learned from the PASK program. 
• Organize learning activities in consultation with the implementing team and program partners.  
• Identify areas to improve GESI analysis and reporting, and implement appropriate activities. 

 

Selection Criteria 

• Bachelor’s degree in a relevant field, or equivalent years of experience in MEL /adaptive programming.  
• At least 4 years of experience in development assistance, MEL, knowledge management, and gender  mainstreaming, preferably with an international development organization.  
• Excellent interpersonal & communication skills in English and Tetum, including writing skills. 
• Excellent research, analytical and presentational skills.   
• Strong organizational abilities, and computer literacy (including Microsoft Word and Excel). 
• Experience in adaptive programming and thinking and working politically an advantage. 
• Experience working on security and/or justice programs an advantage.
