WORK CONTEXT / BACKGROUND:
World Vision is a global relief, development and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. World Vision Timor-Leste (WVTL) began its first project in Aileu municipality in 1995, and opened its national office in Dili in 1999. Today, we have four Area Programs: Aileu, Baucau, Bobonaro, and Covalima.

PURPOSE OF POSITION:
World Vision Timor-Leste (WVTL) is hiring a Gender and Child Protection Project Specialist to be based in Dili. This position will provide technical leadership and supervision to the implementation of projects addressing gender inequality and violence against children. This includes responsibility for the Girls Empowered project funded by UNICEF. Along with project-specific technical assistance, this position will work with the current Gender and Child Protection Technical Advisor to represent WVTL within national and regional forums.
The Project Specialist is specifically responsible for:
1. Ensuring quality implementation of a portfolio of GE, GBV, and CP programmed from design to implementation and in line with WVTL’s project models and donor requirements.
2. Providing technical capacity building to project staff in gender equality (GE), gender-based violence (GBV) prevention, and child protection (CP) programming.
3. Serve as the point-person with UNICEF for the Girls Empowered programmed and other selected projects/donors.
4. Coordination with Grant Acquisition Manager (GAM) and other colleagues in the development of new GE, GBV, and CP concept notes and proposals towards achieving the relevant child well-being objective(s) and according to the pathway of change and prioritized project models.
5. Provide external representation for GE, GBV, and CP programming, including cultivation of partnerships in the country.
6. Assist the Gender and Child Protection Technical Specialist to contextualize project models and build organization capacity in GE, GBC, CP, and inclusion. 7. Spend time in the field (at least 50% of the time), working with Area Programmed/Project staff to troubleshoot gender and child protection related implementation issues.
Project Support to Girls Empowered Programmed:
- Support WVTL area managers and project coordinators, and partners within the Girls Empowered programmed and other projects to ensure quality implementation that meets WV, Donor and Timor-Leste government standards. This includes leading in the development of the Girls Empowered programmer's annual reports, work plans, progress reports and all technical and budget aspects of the project.
- Act as the point person with UNICEF for the girls empowered program and for future negotiations of the project.
- Ensure technical documentation related to Girls Empowered project are filed and updated.
- Design and update Girls Empowered project tools and manuals based on lessons learned during project implementation.
- Support recruitment and performance monitoring of staff within the Girls Empowered Program. Together with Area Managers, ensure that Girls Empowered program are well staffed.
Capacity Development:
- Contribute to the capacity development of WVTL staff in all areas related to Gender and Child Protection including facilitation of key trainings based on discussions with the Gender and CP technical specialist.
- Support gender and child protection mainstreaming and integration across other sectors, including Women Friendly Spaces, Child Friendly Spaces, and GBV and CP referral networks in emergencies.
Representation:
- Representation and networking with appropriate UN/NGO/donor meetings, joint agency assessments, Gender and Child Protection sector working groups
- Develop strong relations with national level line ministries and other local authorities and stakeholders, facilitating regular communication on program implementation, progress and challenges.
- Represent WVTL in gender and child protection cluster with active participation and related meetings to keep abreast of new program developments, opportunities and standards
Support development of technical approaches:
Support Gender and Child Protection Technical Specialist to develop clear GE, GBV, CP, and Inclusion technical approaches and tools and update as necessary.
Resource Support:
- Bring to the attention of the GAM Manager any funding opportunities for GE, GBV, CP, and Inclusion sectors.
- Contribute to the development of GE, GBV, CP, and inclusion project proposals.
Other:
- Spend approximately 20-25 days in the field every 3 months.
- Attend and contribute to spiritual and team devotions.
Key Requirements:
- Bachelor’s degree or equivalent in Social sciences, protection/ child protection related area, gender, and development or any other relevant area such as Psychology, international development, Sociology;
- MA/S in law, international relations, human rights, or other relevant fields preferred but not necessary. Post-graduate education training is an added advantage.
- Minimum 1 year in gender and development programming
- At least 2-3 years of experience working in the area of protection, child protection: including child protection program design, implementation and monitoring, staff training, and coaching
- Experience in implementing development projects, including working with project partners
- Training or experience in gender analysis and planning; experience in gender mainstreaming; a thorough understanding of gender, relevant laws and policies in Timor-Leste; commitment to gender equality in personal and professional life;
- Strong background in child protection issues (international law, human rights, child protection programming standards within the humanitarian context, national protocols, inter-agency working groups manuals, and guidelines and approaches related to protection for children in an emergencies context.
- Familiarity with core principles of Women’s Rights, Gender Equality, Children Rights, Child Protection, Participation, Do No Harm, as well as Child Protection, Red Cross, and NGO Code of Conduct is an advantage.
- Competence in spoken and written English communication
- Able to work on multifunctional tasks in the pressure of time and organizational changes
- Understanding of the Humanitarian/NGO industry.
- The ability to think strategically and solve problems
