Job Description:

Background

World Vision is a global relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. World Vision Timor-Leste began its first project in Aileu municipality in 1995, and opened its national office in Dili in 1999. Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro and Covalima

Purpose of Position

The purpose of the position is to create and develop effective learning and knowledge management systems in WVTL. This concentrates on how individual staff learn from their work, looking at what is successful and what is not; how this is analysed and turned into organisational rather than individual knowledge; and how this is shared across the organisation. Key aspects of this include: developing a more systemic and systematic approach to identify and capture learnings; developing  effective ways of sharing learning and turning it into new practice; managing WVTL’s programme information systems, , ensuring other staff know how to use this effectively and develop a country accountability system that influence WVTL priorities and culture.

Learning Practice from the Area Program implementation.

  • Research into how APs are currently utilising learning approaches to capture their learning.
  • Research alternative or additional approaches to capturing learning that are used in other WV offices.
  • Develop standardised tools and approaches for learning at the AP level. Build capacity of staff to utilise these tools and approaches.
  • Develop standardised tools and approaches that enable AP staff to facilitate learning development among community partners.
  • Encourage excellent documentation and learning habits by pilot staff through visits, email correspondence and focused attention
  • Collect and analyse the community feedback result and share with the relevant staff for further decision.

Knowledge Consolidation and Dissemination on grants

  • Collect, map, develop and maintain an accessible library of all information that provides landscaping information relevant for Child Wellbeing Outcomes in TL.
  • Ensure centralized storage portal in place and regularly update
  • Facilitate cross-fertilization of learning across APs through meetings, virtual exchanges, and personal communication.
  • Systematize regular practices of AP sharing and learning networks, ensuring that learning events are thoroughly documented and draw out useful lessons.
  • Prepare and distribute regular learning reports at the national and regional levels, illustrating key aspects of learning that have been identified.
  • Support in Data Management System development and roll out and ensure monitoring systems are fully functioning well in all APs and projects.
  • Development of digital data collection tools and monitoring.
  • Communicate and share data and information with PQM, OM, Advocacy Manager and GA/communications team so that data can be used to show best practice to others and make decision Ensure National program information requested by SMT and other departments and WV regional/donor entities is provided in a timely manner
  • Lead in coordination of Annual Business Plan semi-annual review and reporting.

Knowledge Consolidation and Dissemination on Horizon

  • Contribute to briefing notes, projects proposals, evaluations, reports and public communication.
  • Manage the roll-out of the Horizon as WV’s standard information management system. At times this may include leading training, at times arranging the schedule of when training will be done.
  • Develop and expand the way that Horizon is utilized, such that it becomes an effective and useful source of information and knowledge available to all in WVTL.
  • Act as a “Help Desk” for Horizon, being able to advise and guide other staff when they are having difficulties in using Horizon.
  • As more useful information and learning becomes available, ensure it is posted onto PMIS. Ensure that Horizon becomes WVTL’s standard information management system, and that it becomes the primary tool for storing information on learning.
  • Ensure that Horizon is functioning well and timely update required data and information into the Horizon.
  • Develop additional learning and knowledge management systems that will enable staff to effectively share and consolidate learning, such as the use of discussion forums and blogs.

Community accountability

  • Learn about World Vision Accountability framework and best practices across the partnership
  • Contextualize the national accountability guideline
  • Orient the AP staff on the implementation of the community feedback mechanism
  • Monitor the community feedback mechanism
  • Analyze data from community feedback mechanism and share the result with the SMT.

Selection Criteria

  • At least 2 years in research with action learning components
  • Strong research skills and relevant research experience of at least two years. Experience in leading action learning preferred
  • Knowledge of creative approaches to learning
  • Strong interpersonal skills, with ability and commitment to listen to others.
  • Bachelor’s Degree or equivalent in social science, development studies, Management studies
  • Strong understanding of community-led development work
  • At least 4 years working in community-led development work
  • Previous experience working on knowledge management systems
