I. Purpose:

The Catholic Relief Services in Timor-Leste (CRS-TL) is looking to hire two (2) Data Collection Team Leaders to help conduct data collection activities for its Seed and Grain Storage Assessment (SAGSA) research project. Data Collection Team Leaders will be responsible for collecting data using quantitative and qualitative methods (e.g., survey, focus group discussions, and/or interviews) from target respondents, as well as to lead a team of Data Collectors to do the same.

 

II. Background: 

 

In partnership with Adam Smith International (ASI) on the Australian government-funded To’os ba Moris Di’ak (TOMAK) agricultural livelihoods program, CRS-TL is embarking on a research project called Seed and Grain Storage Assessment (SAGSA). The main objective of the assessment is to gain an in-depth understanding of seed and grain storage practices in Timor-Leste and the potential for driving adoption of improved practices. Specifically, the assessment intends to:

  1. Identify various storage technologies currently available in Timor-Leste, including information on price and the supply chain for storage technologies;
  2. Consolidate the various types of technologies used by Timorese households, including their rate of use, and the advantages and disadvantages of these methods;
  3. Analyze community willingness to pay for improved storage technologies;
  4. Explore the sustainability of improved storage technology over time, especially among farmers in areas of previous projects; and
  5. Consolidate lessons learned around the different models for disseminating seed and grain storage technologies in Timor-Leste.

This coming May 2022, CRS-TL will start collecting data for the assessment.  The SAGSA will utilize both qualitative and quantitative methods to collect data that will help answer its research questions.  The Data Collection Team Leaders being hired will be trained and are expected to conduct surveys, focus group discussions (FGD), and/or key informant interviews (KII) as required with identified respondents, as well as to lead a team of Data Collectors to do the same, from 10 target aldeias in the municipalities of Baucau, Lautem, and Matuto; and 10 target aldeias in the municipalities of Ainaro, Bobonaro, and Manufahi.

 

III. Key Responsibilities

 

Working under the supervision of the CRS-TL SAGSA MEAL Officer (Monitoring, Evaluation, Accountability and Learning), the duties and responsibilities of the Data Collection Team Leaders are as follows:

 

Duties before data collection:

  • Attend Data Collectors’ training (approximately 5 days)
  • Receive and take care of relevant data collection materials and equipment from CRS-TL MEAL Officer.

 

Duties during data collection:

  • Supervise a team of 7 to 8 Data Collectors in the field and ensure the collection of high-quality data
  • Respond to any possible questions and concerns about the research project from community members during data collection
  • Act as overall person responsible for logistics during data collection
  • Communicate with CRS-TL SAGSA MEAL Officer regarding daily progress and challenges faced
  • Conduct surveys, FGDs and/or KIIs as instructed by the CRS-TL SAGSA MEAL Officer with selected respondents, using a tablet device and/or paper-based tools that will be provided by CRS-TL (approximately 14 days)
  • Take proper care of data collection devices and other provided equipment and materials during the conduct of the data collection.
  • Comply with the requirements necessary for conducting successful, safe and proper data collection activities.

 

Duties after data collection:

  • Attend Data Collectors’ Exit Meeting (1 day), if required
  • Ensure that equipment and other materials provided by CRS-TL to the Data Collectors and the Data Collection Team Leaders are returned to the CRS-TL SAGSA MEAL Officer
  • Ensure that all electronic and hand-written data collection notes, reports and other relevant information (e.g. FGD and KII notes, paper survey forms etc.) are submitted to the CRS TL SAGSA MEAL Officer.
  • Sync and report daily number of completed surveys to the CRS TL SAGSA MEAL Officer.

 

During the term of the contract, Data Collection Team Leaders shall comply with rules, regulations, and policies of CRS-TL. Violation of such rules, regulations and policies shall result in sanctions and termination of the Data Collection Team Leader’s contract prior to its expiration.

 

IV. Qualifications

Data Collection Team Leaders have the following qualifications and skills:

  • Has university degree or previous experience in similar data collection activities
  • Has experience in leading and mobilizing teams to achieve a common objective
  • Has experience in conducting surveys and facilitating FGDs and KIIs and taking high-quality notes
  • Fluent in written and spoken Tetum; knowledge of other local languages or dialects in the municipalities of Baucau, Lautem, Manatuto, Ainaro, Bobonaro and Manufahi preferred; basic knowledge of English, preferred
  • Familiarity with the rural Timor-Leste agricultural context is preferred.
  • Experience in utilizing technology tools and possess the ability to master new technology tools, as required; familiarity with the use of an Android tablet for surveys is an advantage
  • Highly organized individual, punctual, accurate, capable of handling multiple priorities, meeting deadlines, and managing time effectively
  • Ability to work independently as well as an effective team player
  • Willing to work in the field and remote areas
  • Confidence and can-do attitude; ability to advance projects with minimal supervision

 

V. Engagement Period and Location

  • Engagement Period:
    • Training: April 25 to 29, 2022
    • Data Collection dates: The duration of the work will be approximately 14 days from May 2 to 15.  Work hours for each day will be 8:00AM to 5:00PM.

§  Data Collection Team Leader 1: Municipality of Baucau (4 Aldeias), Municipality of Lautem (3 Aldeias), Municipality of Manatuto (3 Aldeias)

VI. Fee and Payment Term

CRS shall cover the costs of meals, accommodation, and transportation during the Data Collectors’ training.  For data collection field work, CRS will provide a daily stipend of $35.00 per day for the maximum of 14 days for data collection and travel in between sites.  Work rendered beyond working hours is not subject to overtime pay.  Data Collection Team Leaders shall be paid at the end of the data collection field work, and when all notes, equipment, and other relevant materials have been submitted to the CRS SAGSA MEAL Officer.

 

The term of this contract is output-based. There will be no employee-employer relationship with the Data Collection Team Leader and CRS-TL.
