Finance Officer – Hakbi’it Feto (Women’s Empowerment) Project - ADRA Timor-Leste

 

Position:  Finance Officer – Hakbi’it Feto (Women’s Empowerment) Project

Location: Dili Municipality

Reporting to: Project Manager and Finance Director             

Supervises: None

Position Purpose: The EU funded Hakbi’it Feto (Women’s Empowerment) Project has objective to empower women socially and economically. Finance Officer of this project will oversee the financial work of the project at the local office, to execute and efficiently administer fiduciary operations, particularly fund management, record keeping, procurement and administrative functions while supporting production of reports for the EU-funded Women’s Empowerment project, including facilitating successful project implementation and compliance with government rules and regulations.

 

Key Responsibilities

 

  • Keep and maintain all the project accounts records in computerized and physical form
  • Responsible to keeping accounting records and files and documents them appropriately.
  • Ensure documents and records are complete, clear, and organized and maintained for the purpose of verifying and approving transactions and supporting annual audits.
  • Responsible to submit the financial report to the finance director for compilation, review and onwards submission to the donor.
  • Prepare project’s bank reconciliation on a regular basis as per EU and ADRA standards.
  • Update the Assets & Inventory Registers and conducting physical verification of assets of the project.
  • Co-lead procurement activities by helping identify requirements with EU and ADRA, preparing draft procurement plan in line with the approved workplan and budget.
  • Ensure the proper use, maintenance, and secure storage of equipment, vehicles and materials.
  • Maintain regular communication with the Project Manager and actively participate in weekly planning/review meetings with team members.
  • Any other task assigns by the supervisor.

 

 

Education, Experience, and Competency Requirements

  • Degree in Finance, Business management/administration or other related subject from an accredited university/academic institution.
  • At least three years of experience in finance, financial management or financial administration, with at least one year exposure to international donor-funded projects and supporting reporting for donor funded projects or equivalent experience in a similar context.
  • Demonstrated skills in financial management, financial administration, general administration, project support, coordination with stakeholders, knowledge of government/public sector operations, effective communication skills, effective organization, planning.
  • Proficient in the use of Microsoft Office products (Excel, Word, Outlook etc)
  • Respect and integrity in dealing with colleagues and external stakeholders
  • Enjoys working within a diverse team

  • Solution and results orientation, agility
  • Proficiency in written and spoken English required, Proficiency in one local language (Tetum or Portuguese) required.
  • Valid motorbike license.
