1.    BACKGROUND

The ‘Partnership for Sustainable Agroforestry (PSAF) Ai ba Futuru project (tree for the future in Tetum), under the auspice of the Ministry of Agriculture and Fisheries (MAF), Timor-Leste at national level is endorsed by the German Government through the Federal Ministry of Economic Cooperation and Development (BMZ), co-financed by the EU and implemented by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit). For the implementation in the field, GIZ has commissioned GOPA Worldwide Consultants. At the subnational level, the project is working with the municipal governments of Manatuto, Viqueque, Baucau and Lautem. The project started in August 2018 and is part of a larger action targeting marginalized groups in Timor Leste. The rural areas that the project focuses on have rare employment opportunities. In particular, youth and women with low level of education struggle to make a better living.

The overall objective of the Ai ba Futuru project is “to contribute to a peaceful, inclusive and sustainable development in Timor-Leste through improved access, the creation of employment, economic and domestic revenue opportunities, and a durable reduction in food security and malnutrition in rural areas”.

The specific objective of GIZ is that “marginalized groups benefit from better employment in agroforestry systems in rural areas of Timor-Leste”. This is to be achieved by realising four outputs:

i) Production and productivity of agroforestry systems are increased;

ii) Capacity of the participants along selected agroforestry value chains is strengthened;

iii) Market access for specific agroforestry value chains (agriculture, horticulture, wood production and processing) is improved; and

iv) The institutional and organizational framework for the promotion of agroforestry is improved.

To increase sustainable production in agroforestry systems, the project aims to establish 6,000 hectares of new or improved area under agroforestry and to plant 3,000,000 trees. This is to directly benefit at least 4,000 households in 40 sucos (10 sucos/municipality) and, in the long-term, to improve agroforestry-related value chains.

The project beneficiaries are scattered in about 200 aldeias in the 40 target sucos. Distribution of over 3 million tree seedlings to the 4,000+ beneficiaries must be documented and monitored., the project felt necessary to have a closer look at the status of tree seedlings distributed, including the survival rates of tree seedlings and the size of the agroforestry plots established by target households.

To this regard, we are looking for a Junior Professional for Monitoring to support the M&E Expert in coordination of and communication with 4 field-based Junior Professionals and District Coordinators She/he will also assist the M&E Expert in compiling and analysing the data that are collected on plot size and survival rates, and report on training and extension activities.

2. ASSIGNMENT

Main objective of the Assignment:

To collect a) reliable data on distribution of tree seedlings to Ai ba Futuru beneficiaries, on farmer plot sizes, and seedling survival rates, b) training activities, and c) extension activities in Viqueque municipality.

The Junior Professional for Monitoring is expected to conduct the following activities:

  • Work, coordinate, and communicate closely with the M&E Expert and the Coordinating Junior Professional Monitoring based in Baucau,
  • Work, coordinate, and communicate closely with the District Coordinator for Viqueque,
  • Collect  and verify tree seedling Beneficiary Lists, Delivery Notes, and Hand-Over Certificates from Community Nursery Managers, farmer group leaders, and xefe aldeias,
  • Enter data from tree seedling Beneficiary Lists, Delivery Notes, and Hand-Over Certificates into Kobo and Excel spreadsheets as per instruction from the M&E Expert,
  • File hard copies of the tree seedling Beneficiary Lists, Delivery Notes, and Hand-Over Certificates after verification and data entry,
  • Collect field data from target beneficiaries on 1) plot area measurement (AM) and 2) Survival Rate (SR) of tree seedlings as instructed by the M&E Expert.

3. CONTRACT TYPE & PERIOD, AND SCHEDULE OF DELIVERABLES

Contract type and period:

The Junior Professional for Monitoring’s assignment will be for the period from 3 months from 17 April  2022 to 15 July 2022. The Junior Professional will work with a full time fixed-term employment contract.

Schedule of deliverables:

The Junior Professional for Monitoring is expected to produce the following, non-exhaustive, list of deliverables;

  • Weekly update of tree seedling production in Community Tree Nurseries in Viqueque
  • Weekly update of tree seedling distribution from Community Tree Nurseries in Viqueque
  • Weekly update of tree seedling distribution from third-party suppliers in Viqueque
  • Hard copies of verified Beneficiary Lists, Delivery Notes, and Hand-Over Certificates regularly from Community Nursery Managers, farmer group leaders, and xefe aldeias in Viqueque,
  • Spreadsheet compilation of verified Beneficiary Lists, Delivery Notes, and Hand-Over Certificates from Community Nursery Managers in Viqueque,
  • Sharing of ‘monthly progress report‘

4. REMUNERATION

The Junior Professional for Monitoring (Viqueque) will be paid based on an agreed monthly gross salary. In addition, on official duties for training, meetings or workshops, they get day and night allowances for the time spent outside the work station (i.e. Viqueque).

The payment schedule is specified in the contract.

5. EXPERTS PROFILE or EXPERTISE REQUIRED

The Junior Professional for Monitoring hired to conduct the tasks outlined above is expected to have following qualifications, requisite skills and experience:

Qualifications

  • Preferably a Bachelor’s degree in social science or natural science (agriculture, forestry, agronomy etc.) or any related areas (information technology, economics)

Professional experience

  • A good learning attitude to understand application of monitoring and evaluation in the context of agroforestry and livelihood.
  • A good understanding of farmers and farming environment.  
  • Previous experience with field data collection from farmers and the use of KoboToolbox
  • Excellent communication skills in Tetum and basic understanding of English.
  • Ability to work independently with minimum supervision.

Other knowledge, additional competences

  • Willingness to stay in Viqueque Vila
  • Willingness to travel occasionally to target sucos and aldeias in Viqueque municipality with limited transportation facility
  • Knowledge of local language is an advantage
