World Vision Timor-Leste began its first project in Aileu municipality in 1995 and opened its national office in Dili in 1999. Today, we have three Area Programs implementing projects in four municipalities: Aileu, Baucau, Bobonaro, and Covalima.

PURPOSE OF POSITION:
To support the National Director (GSM) in ensuring effective Security Management for the Timor-Leste Programs is both appropriate and addressed within the national context. Provide information about core security requirements and answer all security compliance from the regional office as well as Corporate Security Office.
Major Responsibility:
Ensuring Core Security Requirements of Timor-Leste are completed
- Monitor the security situation in Timor-Leste.
- Conduct periodic field visits to all Area Programs sites to complete/review Security Risk Assessments for all WVTL Area Programs including National Office follow CSO lead time.
- Review/Develop Security Plans/Procedures for all WVTL Area Programs Office.
- Conduct training with all WVTL staff in relation to security plans, policies, and procedures (SRMT).
- Assist WV staff to Complete all Security Compliances from CSO as L360 Training and other Security online training related.
- Conduct Security Risk Assessments for all International Staff residences Identify security concerns and provide recommendations to the National Director.
- Prepare Security Risk Assessment for Timor-Leste Presidential and Parliament election according to the CNE regulation
Maintain Security Plans, Evacuation Procedures, Contingency Plans, and provide Staff training
- Review all Security documents on a regular basis: Security Plan – Annually, SOPs – 6 Monthly, Evacuation Plan – Annually, Fire Plan – Annually, Written Communication Procedures – Annually. If the Security situation changes, review it immediately. Ensure Staff compliance with Security Plans, Evacuation Procedures, SOPs, Fire Plans, and Communications, etc. by providing regular Staff training
Provide regular security updates to the National Director, Crisis Management Team, Regional Office, the Office of Corporate Security, and WVTL staff as appropriate
- Submit Security Monthly reports to the GS Manager
- Assist the National Director with the external audit Security requirements
- Work closely with the Crisis Management Team/IMT in situations of increased Security Risk
- Provide Security Advisories as required for all WVTL staff
- Investigate WVTL accident/ incidents and provide written reports to the National Director and update FSTS accordingly
- Maintain regular contact with the Director of Safety and Resilience Asia Pacific region or Office of Corporate Security.
Maintain networks with other NGOs, UN Agencies, Police/Military authorities, and Embassy/Consulate Security Staff
- Represent WVTL at the weekly SSFP (Safety and Security Focal Points) and Security Focal Point Meetings in Dili
- Maintain networks with SSFP Group and UN agencies in Baucau, Covalima, Aileu, and Bobonaro Municipalities
- Attend any security meeting conducted by Police or Military.
Office and Asset Safety management:
- Ensure all office all WVTL Offices are equipped with security standards (office surrounding fencing, Fire extinguisher, First Aid Kits, Smoke detector)
- Ensure all WVTL vehicles and Motorbikes are equipped with Fire extinguishers and First Aid Kits.
- Oversee security procedures for asset safekeeping and office security.
- Investigate and coordinate with the IT on computer or electronic issues (Loss or Damage).
- Investigate assets issue (Lost, or Damaged,) and coordinate with the Logistic Coordinator.
Brief all new incoming staff and visitors on security issues.
- Develop a Security Briefing information pack
- Provide Security briefing in English, Tetun, or Bahasa, as appropriate
- Ensure contractual conditions are met by contracted security companies
- Participate and Lead weekly devotion.
Minimum Qualification, Skills, and Experience required:
- Bachelor’s Degree or equivalent in a relevant area.
- At least 2 years of working experience in the required field.
- Strong interpersonal skills, with the ability and commitment to listen to others.
- Fluent in English language and Tetum.
- Understanding of the Humanitarian/NGO industry.
- Proven leadership ability and experience as a team
- Be willing to work in a team environment and travel (about 30%) and stay overnight at project sites.
- Ability to ride a motorbike and have the license or willingness to learn this.
