Salary: US$ 590.00 

 

Our growing NGO is seeking to hire a Program Officer will be responsible for coordination and implementation of the MRED program in target area (Suco and aldeia) under supervision of the Cluster Coordinator, working to achieve program objectives and targets.  Responsibilities will include program coordination of stakeholders in municipality, Suco and Aldeia level, monitoring the activity implementation, provide capacity building for Community Development Agents (CDAs), Suco Disaster Management Committee (SDMC) members, and local partners. The Program Officer will work closely with the SDMC, CDAs, local leadership, government actors, and local NGOs in the area to ensure best implementation of program in the field. 

 

Based in Covalima, a Degree/Certificate in Agriculture or Economic or engineers or a related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to demonstrate ability to multi-task, meet deadlines and process information in support of changing program activities to get important work done. Previous experience in market development is a plus. 

 

Program Officer Responsibilities: 

    • Mobilizing the community to participate in program activities including Disaster Risk Reduction and nexus activities. 
    • Facilitation Participatory Disaster Risk Assessments and Integrated Community Action Plan activities, and create implementation plans for community level work based off of these processes.  
    • Building relationship with SDMC members, DDMCs, Chefe Sucos, and Chefe Aldeias   
    • Facilitate training to community members and SDMCs 
    • Facilitating contingency planning workshops and simulation exercises with SDMCs 
    • Conducting drills and skill building trainings for local responders 
    • Operationalize and test early warning systems 
    • Develop materials and provide support for awareness campaigns for disaster risks and effective responses.  
    • Support Community Development Agents to identify beneficiaries, form VSLAs, and conduct nexus activities.  

 

  • Work closely with the Mercy Corps’ Monitoring and Evaluation staff to ensure update and maintenance of accurate data and program progress using mobile data collection. 
  • Work closely with Mercy Corps’ program support team in Dili to ensure on time procurement and other logistical and administrative matters to avoid delays in program implementation.  
  • Ensure all activities are designed and implemented in a manner to increase inclusion of vulnerable populations, including women and persons living with disability 
  • Ensure all activities are implemented in compliance with Mercy Corps’ and donor rules and regulations, including but not limited to protection of beneficiaries, finance and operations policies.  
  • Work closely with technical advisors to get best inputs for technical program implementation  
  • Advise on best practices and lessons learned throughout the program.  
  • Provide written reports to the supervisor on the program activities. 
  • Coordinate with other relevant programs for cross-program initiatives and sharing of lessons learned.  

 

Program Officer Requirements: 

  • Degree/Certificate in Agriculture, Economics, Engineering, Disaster Risk Reduction, or another related degree 
  • Minimum three years’ experience with community-based disaster risk reduction or related programs. 
  • Experience working with community groups and government officials. 
  • Fluency in Tetum, with some proficiency in English preferred 
  • Willingness to travel to remote program locations. 
  • Covid-19 fully vaccinate is required
