AQUACULTURE OFFICER (4 vacant)

Salary: US$ 590.00
 

Mercy Corps Timor Leste is seeking to hire an Aquaculture Officer for our anticipated Aquaculture Program to be responsible for ensuring the technical quality and sustainability of aquaculture services and products delivered through the Mercy Corps aquaculture portfolio. 

Key responsibilities include: identification potential community hatchery, identify potentials household to practice fish farming; creating market linkages between the farmer, CDA, and wholesaler and/or output buyer; developing marketing strategies around the products and services; developing and implementing training packages designed to support CDAs to deliver high quality trainings and products to the farmer, as well as ensuring quality of all trainings and products through field support supervision and analysis of performance metrics. Aquaculture Officers move within the portfolio, developing expertise within a particular service or product but also taking on new products/services or areas of focus as needed based on the dynamic portfolio.
 

Based in Bobonaro, Ermera, Baucau and Lautem, a bachelor’s degree in agriculture and Aquaculture or a related field is required. To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to demonstrate multi-tasks, meet deadlines and process information in support of changing program activities to get important work done. Previous experience in Agriculture and Nutrition is a plus.
 

Aquaculture Officer Responsibilities:

STRATEGY & VISION

  • Support the Agriculture and Markets Manager to deliver on the Social and Behavior Change strategy, providing feedback and ideas to strengthen approaches
Program Planning and Implementation
  • Participate in Training of the Trainer events for VSLA and nutrition activities, implementing the activities in the field in accordance with facilitation guidance.
  • Socialize the activity with community members to ensure support and feedback from community
  • Lead all field activities namely SBC activities in the community, from mobilization through implementation of nutrition activities with VSLA and at community events.
  • Develop and implement weekly and monthly workplans in accordance with the program budget, strategies, covering the SBC and assuring financial inclusion activities are accounted for.
  • Ensure all field activities follow relevant donor and Mercy Corps rules and regulations.
  • Ensure that gender sensitive approaches and Code of Conduct requirements are adopted and implemented in all relevant activities.
  • Support Mercy Corps staff, Community Development Agents and other stakeholders by problem-solving and providing technical guidance with operational issues related to SBCC and financial inclusion.

 

Monitoring, Evaluation AND LEARNING

  • Utilize reporting tools correctly and effectively, this will include collection of key monitoring data and conducting routine monitoring visits to VSLAs.
  • Submit complete, accurate and timely data related to field activities
  • Participate in any necessary materials testing and feedback loops
  • Influence and Representation
  • Coordinate with Deputy Program Manager to represent MCTL and build positive stakeholder relationships in all nutrition related events (working groups, cross-visits, workshops, etc) at suco, Post-Administrative,
  • Municipal, and where relevant national level
  • Support monitoring visits from donors and government with logistics and community liaising
  • Aquaculture Officer Requirements:
  • Degree in Aquaculture or related field
  • Minimum 2 years’ experience in aquaculture, with technical expertise in, fish farming, fingerling distributions management, feeding, etc preferred
  • Proven ability to lead trainings in aquaculture and develop appropriate training tools
  • Experience building capacity of farmers or rural community members
  • Strong interpersonal and communication skills, including demonstrated ability to provide technical presentations in aquaculture
  • Willingness to travel frequently to remote areas.
  • Covid-19 fully vaccinated is required.
