Mercy Corps Timor Leste is seeking to hire a PROGRAM OFFICER who will be Mercy Corps’ front-line representative in the community. The Program Officers (PO) will be responsible for all implementation of the Resiliensia Di’ak plus (ReDi+) program in the field. Under the Disaster Risk Reduction sector, the PO will be working closely with Suco Disaster Management Committees (SDMC), post admin disaster management committee (PDMC) and municipality disaster management committee (MDMC). While under the sector of agriculture and economic recovery and market system, the PO will work closely with Community Development Agent (CDA), government extensionist under the Ministry of Agriculture and Fishery (MAF) and other relevant market actors in program target area as well as target communities under the supervision of cluster coordinator, working to achieve program goal and targets. The program officers’ main responsibilities are to mobilize the community, provide capacity building to CDA, SDMC and other relevant actors for any activities related to the ReDi+ program in the field. He or she will work together with cluster coordinator and program technical coordinator to ensure that activities are implemented in a well-coordinated manner.

To succeed in this role, you will need excellent communication and problem-solving skills, as well as the ability to deliver high-impact activities to get important work done. Previous experience in community development projects is a plus.

PROGRAM OFFICER Responsibilities:
- Support and assist scoping assessment to select target communities have supervision by Cluster
- Coordinator
- Provide ToT on climate sensitive agriculture
- Provide supervision and coach CDAs in ensuring high quality performance of program delivery
- focused on planned results to achieve program objectives.
- Together with Cluster Coordinator (CC), carry out coordination with SDMC, PDMC MDMC,
- government extension officers and other field stakeholders for the success of program
- implementation.
- Ensure all field activities follow relevant donor and Mercy Corps rules and regulations.
- Support and develop CDAs as business and strengthen supported CDAs market systems in the
- target communities.
- Strengthen and support all activity in the field related to stakeholders’ coordination and attend all
- meeting conducted by Stakeholders & local authorities in the municipality,
- Ensures integration of all program activities at field level.
- Sets objectives and priorities of the activity plans, assigns and reviews tasks.
- Develops and implements a work plan based on the program design and implementation in
- accordance with program budget, together with Cluster & Agriculture and Markets Manager.
- Consists to delivery any training provided by Mercy Corps to farmers
- Responsible for field activity and ensure data collection tracking by the MERL system and
- reported regulars to Cluster Coordinator.
- Ensure and support the MERL team and under the supervision of the Cluster Coordinator, ensurenthat MERL activities are an integral part of program implementation, including leading monitoring and evaluation tools – conduct regular monitoring and other field data gathering and reporting as required.
PROGRAM OFFICER Requirements:
- Degree in Agriculture or Economics or Business Management
- Minimum 2 years’ experience with community-based and community development programs.
- Experience working in a DRR, Aquaculture program a plus
- Experience working with community, government officials, extension workers, private sector,
- and other stakeholders.
- Strong writing, reporting, organization, and communication skills.
- Knowledge of the English language is a plus.
- Willingness to be base and travel frequently to remote areas.
- Willingness to obtain motorcycle driving license
- Covid-19 fully vaccinated is required.
