UN Women, as part of the United Nations in Timor-Leste, contributes to the Government’s efforts to advance gender equality and the empowerment of women, as outlined in its Strategic Development Plan 2011-2030, its Sustainable Development Goals Roadmap, and in support of its international human rights and gender equality obligations. Within the framework of the United Nations Sustainable Development Cooperation Framework (2021-2025), UN Women’s programming in Timor-Leste focuses on Women’s Economic Empowerment, Ending Violence against Women and Girls (EVAWG), advancing the Women, Peace and Security (WPS) agenda and supporting implementation of Normative commitments (e.g. CEDAW, Beijing Platform for Action, SDGs), mainstreaming gender across areas to achieve these results. In support of its coordination mandate, UN Women Country Office Co-Chairs the UN Inter-agency Governance Results Group (with UNDP), Co-Chairs Gender Theme Group and the Co-Chairs the Multi-stakeholder Gender Coordination Group with the State Secretariat for Equality and Inclusion.

The Women, Peace and Security (WPS) & Disaster Risk Reduction (DRR) Programming are one of the priority areas. The programming supports Timor-Leste to strengthen its efforts to advance the WPS and DRR agendas through improved implementation, monitoring and reporting capacities and investments in expanding leadership and decision-making opportunities for women and youth. The Programme Officer will support Timor-Leste’s efforts to develop and implement a second-generation National Action Plan for the implementation of UNSCR 1325 (NAP 1325) & Gender Responsive DRR. This will involve provision of integrated policy advice, technical assistance and capacity development as well as support advocacy efforts. The role will contribute to 1) investments in financing and generating data around the WPS & DRR agendas, 2) promoting women and youth representation in local decision-making bodies, 3) increasing access to inclusive security and justice services, and 4) supporting gender-responsive conflict prevention and response (including gender-responsive mediation).

Reporting to the Head of Office and coordinating with the Regional Access to Justice Programme Advisor, the Programme Analyst contributes to the effective management and implementation of UN Women’s WPS programmes in the Timor-Leste Country Office by providing substantive inputs to programme design, formulation, implementation, monitoring, evaluation and reporting. S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. She/he works in close collaboration with the programme and operations team, UN Women regional and HQ staff as needed, Government officials, Sida and other multi and bi-lateral donors and civil society, ensuring successful UN Women programme implementation under his/her portfolio.

Duties and Responsibilities

Functions: 
  • Contribute technically to development of programme strategies in Women, Peace and Security
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.
  • Conduct background research, compile data and prepare presentations as relevant to inform programme designs
  • Lead the implementation and management of the Women, Peace and Security programme
  • Lead the development of technical inputs to the annual workplan and budget;
  • Manage the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Develop training material and train partners on Results Based Management and monitor implementation.
  • Contribute inputs as a secondary supervisor to a Programme Assistant
  • Provide technical assistance and capacity development to project/programme partners
  • Coordinate and provide technical support in the implementation of programme activities;
  • Maintain relationships with national partners to support implementation and expansion of the programme;
  • Identify opportunities and support capacity development of partners (gender-responsive mediation, digital literacy for WPS)
  • Develop and/or manage development of training material and implement innovative training programmes to support partners capacity on Women, Peace and Security
  • Provide technical inputs to the monitoring and reporting of the programme/ project
  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.
  • Provide substantive inputs to building partnerships and resource mobilization strategies
  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information;
  • Prepare relevant documentation such as project summaries, conference presentations, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.
  • Provide technical support to inter-agency coordination on WPS to achieve coherence and alignment of UN Women programmes with other partners in the country
  • Provide substantive technical support to the Head of Office on inter-agency coordination related activities by drafting background reports and briefs.

Required Skills and Experience


Recruitment Qualifications: 
 

Education and certification:

 

  • Master’s/ Bachelor’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required

 

Experience:

 

  • Master degree with 2 years of relevant experience or Bachelor degree with at least 4 years of progressively responsible work experience in development programme/project management and implementation, coordination, monitoring and evaluation, donor reporting and capacity development;
  • Experience in the Women, Peace and Security area, specifically participation, prevention or peacebuilding is an asset;
  • Experience in facilitation and development of partners capacity is an asset
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

 

Language and other Requirements:


  • Fluency in English and Tetum is required
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of Portuguese or Bahasa Indonesian is an asset.
  • Strong writing skills and verbal communication
