PETROLEUM IMPORT TERMINAL SME RECRUITMENT


TIMOR GAP E.P., the National Oil Company of Timor-Leste, is seeking an experienced consultant to assist the Project Team in the supervision of Feasibility Study and FEED for a Petroleum Import Terminal (PIT). The role will be based in Dili, Timor-Leste, for a minimum period of 8 months. The consultant shall work alongside the Project Manager and also act as advisor to the Managing Director of the Downstream Business Unit (DBU).

Project Description

TIMOR GAP E.P. intend to develop a Petroleum Import Terminal at a green field site at Metinaro on the north coast of Timor-Leste. The function of the terminal is to provide ninety-day national strategic stock of petrol/gasoline, automotive diesel, maritime diesel oil, Jet A-1, LPG, and lubricants. The proposed facilities will include a jetty, a liquids tank farm, an LNG tank farm, and utility systems. FEED is planned to commence Q3 2022 with a view to preparing for FID during 2023.

Responsibilities
  • Technical authority for delivery of FEED
  • Technical supervision of the FEED Contractor
  • Provide guidance and review for development of the PIT business case
  • Represent TIMOR GAP in meetings with stakeholders
  • Mentor the Project Manager and Project Team members. Provide training to suit the FEED activities.
  • Provide guidance on preparation of the project development plan
  • Provide advice to the DBU Management Director on the project and industry


Requirements
  • Holds a Bachelor of Science degree in related engineering discipline
  • Holds a professional qualification in relevant engineering institution
  • Minimum 20 years’ experience in the oil sector including both project management and engineering management experience
  • Experience on at least three FEED projects for facilities involving petroleum products tank farm and offloading jetty
  • Experience in feasibility studies, detailed design and construction of facilities involving petroleum products tank farm and offloading jetty
  • Highly competent in engineering management and design
  • Competent in liaising with stakeholders such as JV partners, authorities, agencies and Governmental bodies.
  • Good understanding of sensitivity in a multi-cultural working environment with experience in Southeast Asia desirable.
  • Excellent communication and mentoring skills
