Overview of Activity

The purpose of the USAID/Timor-Leste Trade Governance Activity is to support the Government of Timor- Leste to institutionalize a well-governed and modern trade system that is professional, transparent, accountable, efficient, effective, responsive to Timorese, and compliant with international standards and obligations. The activity commenced on April 1, 2022, and is scheduled to end on August 7, 2025. 

Position

The applicant will work with the project team to assist in the review of existing laws, procedures and regulations governing the import and export of goods from Timor-Leste, and then help to develop and implement appropriate procedural or regulatory changes. The vacancy is based in Dili, however; there may be some regional travel required within Timor-Leste. Timorese nationals are strongly encouraged to apply.  

Key Responsibilities

  • Assist in the review of existing processes, procedures, or regulations in partnership with government and private-sector stakeholders
  • Identify and propose changes that help to make the cross-border movement of goods more efficient and per international standards or best practices 
  • Assist in the review of customs broker operations and assist in the development of new rules and policies
  • Develop and deliver appropriate training to government officials and private sector stakeholders
  • Assist in the implementation of new processes, procedures, regulations, and laws
  • Develop clear and concise written reports 

 

Minimum Qualifications:

  • A minimum of 10 years’ experience of working within the international trade environment in Timor-Leste, such as in within customs, as a customs broker, within an international transport company, or similar
  • Excellent verbal and written communication skills in English and Tetum
  • Extensive understanding of supply-chain security and how to import and export goods in Timor-Leste
  • Ability to develop and maintain productive working relationships with both the government and private-sector stakeholders
  • Ability to research and understand international laws, standards, and regulations
  • Technical aptitude and the ability to problem-solve
  • Strong work ethic, positive attitude, and motivation to learn
  • Ability to work independently as well as in a team environment
  • High level of professionalism and ethics
  • Technical creativity and a history of finding creative solutions to interesting problems
  • Ability to manage multiple priorities in a fast-paced environment
  • A bachelor’s degree in supply-chain security, international development, law, business administration, or similar, is desirable
  • Experience in working on development or modernization activities is desirable
